| dc.description.abstract | Günümüzde bilgi ve iletişim teknolojileri, 1990'lı yıllardan itibaren internetin de etkisiyle günlük yaşamı her yönüyle etkilemektedir. Sosyal, ekonomik, siyasi ve idari alanlarda etkisini gösteren bilgi ve iletişim teknolojileri, vatandaş ile siyasal partiler arasında etkileşimi artıran önemli araçlara sahiptir. Bu araçlardan biri de internet aracılığıyla sunulan web siteleridir. Web siteleri, siyasal partilerin vatandaş ile etkileşiminde siyasal partilere zengin içerik oluşturma ve çift yönlü iletişim imkânları sunmaktadır. Siyasal partiler, web sitelerinin sunduğu bu imkânları kamu yönetiminde şeffaflık, verimlilik ve etkililik ilkeleri doğrultusunda kullanmalıdır. Bu bağlamda, siyasal partiler web sitelerinde vatandaş için bilgi sunumu, etkileşim ve katılım odaklı içeriklere sahip olmalıdır. Bu tez çalışması, Türkiye'de siyasal partiler ile bilgi ve iletişim teknolojileri arasındaki ilişkiye odaklanmaktadır. Bu çalışma, Türkiye'deki siyasal partilerin web sitelerinin içeriklerini e-demokrasi uygulamaları açısından analiz etmeyi amaçlamaktadır. Bu amaç doğrultusunda, Türkiye'deki siyasal partilerin web sitelerinde bilgi sunumuna, etkileşim ve e-katılım odaklı içeriklerden daha fazla yer verilmektedir. Ancak genel olarak bakıldığında, e-demokrasi bağlamında siyasal partilerin web sitelerinin içerik yönüyle yetersiz olduğu görülmektedir. | tr_TR |
| dc.description.abstract | Today, information and communication technologies have influenced daily life in every way with the influence of the internet since the 1990s. Information and communication technologies that are effective in social, economic, political and administrative spheres have important means which are increase interaction between the citizen and the political party. Websites offer rich content creation and two-way communication to political parties in the interaction of political parties with citizens. Political parties should use these opportunities offered by their websites in the direction of transparency, efficiency, and effectiveness in public administration. In this context, political parties should have information content, interaction and participation-oriented content for citizens on their websites. This thesis focuses on the relationship between political parties and information and communication technologies in Turkey. In this study, the content of the websites of political parties in Turkey aims to analyze in terms of e-democracy applications. According to the findings of the study, more information is given to information presentation, than content focused on interaction and eparticipation on websites of political parties in Turkey. In general, however, it appears that the content of political parties' websites is inadequate in terms of the context of edemocracy. | en_US |
