Özel eğitim ve rehabilitasyon hizmetleri yönetimi

Abstract

Bu çalışma, Türkiye'deki engellilere yönelik özel eğitim ve rehabilitasyon hizmetlerinin yönetimi ile ilgili sorunları belirlemek amacıyla hazırlanmıştır. Araştırmada öncelikle özel eğitime ihtiyacı olan engellilerin genel tanımı yapılmış engelliliğin çeşitleri ve sınıflandırılmasına yer verilmiştir. Daha sonra özel eğitim ve rehabilitasyon hizmetlerinin dünyadaki ve Türkiye'deki gelişimi üzerinde durulmuştur. Türkiye'de özel eğitim ve rehabilitasyon hizmetlerini yürüten Özürlüler İdaresi Başkanlığı, Milli Eğitim Bakanlığına bağlı Özel Eğitim ve Rehberlik Daire Başkanlığı ile Sosyal Hizmetler ve Çocuk Esirgeme Kurumu ile diğer resmi ve özel kurum ve kuruluşlardan oluşan yönetim yapısı ele alınmıştır. Bu çerçevede, öncelikle kurumsal yapı üzerinde durulmuştur. Özel eğitim ve rehabilitasyon hizmetlerinin yönetim yapısı ile ilgili problemleri ortaya koymaya yönelik bu araştırmada sırası ile Kurumsal yapı, hizmetlerin planlanması, yürütme ve eğitim süreci, kurumlar arasında işbirliği ve koordinasyonun sağlanması ile denetim başlıkları ele alınmıştır. Bütün bu başlıklarda özel eğitim ve rehabilitasyon hizmetleri sisteminin yönetim etkinliğini etkileyen faktörlere, problemlere ve çözüm önerilerine yer verilmeye çalışılmıştır. Çalışmada, özel eğitime ihtiyaç duyan bireylerin tespit sürecinin sağlıklı işlemediği, eğitim veren kurumlardaki sınıfların kalabalık olmasının kaynaştırma eğitiminin etkinliğini azalttığı, eğitim kurumlarında kaynaştırma eğitimine yönelik olumsuz tutum ve tavırlar olduğu, bazı engelli gruplarına yönelik eğitim birimlerinin kapasite bakımından önemli eksikliklerinin olduğu, özel eğitim veren okullarda ciddi bir uzman ve yetişmiş personel eksikliği olduğu tespit edilmiştir.

This study is prepared to define the problems related to the private education and rehabilitation services management for the disabled in Turkey. The study begins with a definition of the disabled who need special education and gives the disability types and makes a classification of the disabilities. Then, the improvements in the private education and rehabilitation services in the world and in Turkey are emphasized. The management structures of the Department of the Disabled, the Department of Special Education and Guidance related to the National Education Ministry, the Social Services and Child Protection Institute and other state and private institutions which provide private education and rehabilitation services in Turkey. The emphasis here is, firstly, given on the institutional structure. In this study, which is prepared to define the problems related to the private education and rehabilitation services management, the institutional structures, the service planning, the implementation and educational processes, the establishment of the coordination and cooperation among the institutions and the inspection headings are respectively considered. Under these headings, the factors, problems and solution proposals affecting the efficiency of the system of private education and rehabilitation services are tried to be dealt with. With this study, it has been seen that the process of defining the persons in need of special education is not healthy; the classes in the private institutions providing special education makes the united education less efficient, there have been negative manners and attitudes towards the united education in educational institutions, there have been significant deficiencies in the capacities of educational units for some disabled groups, and there have been a serious expert and educated personnel deficiency at schools providing special education.
