| dc.description.abstract | Bu çalışma tarihsel perspektiften yararlanan bir politik kültür çalışmasıdır. Türkiye'nin politik çatışmaları ve bu çatışmaların tarafları hakkındaki güncel tartışmaların ele alınmasıyla başlar. Bu çatışmaların ve çatışan aktörlerin saiklerini besleyen kültür kodlarını anlayabilmek için, bunların üzerinde eyledikleri politik kürenin nasıl bir temele sahip olduğunun açıklanabilmesi bu çalışmanın esas amacıdır. Bu doğrultuda bazı yazarlarca ileri sürülen ve Türk devlet geleneğini açıklamada kullanılabilecek uygun bir terim olduğu düşünülen Max Weber'in patrimonyalizm terimi, bu çalışmanın da çerçevesini oluşturmaktadır. Böylelikle gerek Max Weber'in bakış açısının ve patrimonyalizm teriminin sınanma imkanı bulabilmesi, gerekse de bu terim yardımı ile Türk politika geleneğinin, değişim içinde süreklilik arz eden karakterlerinin tespit edilebilmesi amaçlanmaktadır. Bu amaçla çalışma, Türkiye Cumhuriyeti'nin aktör ve kurumlarıyla mirasını devraldığı Osmanlı İmparatorluğu'nun, imparatorluk kurumsal yapısının yerleştiği kabul edilen klasik çağında, bu devlet yapısının patrimonyalizm perspektifinden araştırılmasıyla kendini sınırlar. Çalışma öncelikle patrimonyalizmin, mahiyetini anlayabilmek için tarihsel örneklerde genellikle bir arada bulunan Weber'in meşru otorite tipleri ile karşılaştırmalı olarak açıklanmasıyla başlar. Daha sonra patrimonyalizm, devletin dayandığı liderlik, idareciler zümresi, ekonomi ve hukuk alanları ile biçimlendirici ilişkisi içinde açıklanır. İlerleyen bölümlerde Osmanlı İmparatorluğu Klasik Çağı'nın, öncelikle patrimonyal bir genel tarihsel çerçevesi çizilir. Bunun ardından Osmanlı padişahı, idareciler zümresi ve ordusu, ekonomisi ve hukuku ayrı ayrı başlıklar halinde patrimonyalizm temelinde yorumlanır. | tr_TR |
| dc.description.abstract | This is a political culture study practicing upon historical perpective. It begins with examining actual discussions about the political conflicts and their sides in Turkey. Main aim of this study, in able to understand the cultural codes providing the motivations for these conflicts and its actors, is to be able to explain how like the basis of the political sphere on which those act. To do that, the term from Max Weber, patrimonialism, put forward by some writers and thought as an appropriate term to explain Turkish state tradition, builds the frame of this study up. Thus the both are purposed, first to find possibility to test Weber's view and the term of patrimonialism, and then to identify with support of this term, characteristics of the tradition of Turkish politics which presents continuties within the change. For these purposes, the study restricts itself by researching from the perspective of patrimonialism on the structure of the state of the Ottoman Empire which the Republic of Turkey has derived its heritage with actors and institutions, in its classical age when the institutional structure of the empire has been accepted to be established. The study previously begins with a comparative explanation of patrimonialism with Weber's types of legitimate authority which can be found generaly together in historical samples, in addition to understand the charachteristic of patrimonialism. Then the patrimonialism is explained with its formative relations to lidership, administrative tools and military, economy and law on which the state relies. In further subjects, a patrimonial general historical frame of the classical age of the Ottoman Empire is previously builded up. Then the Ottoman padishah, its administrative tools and military, its economy and its law are interpreted separately with diffirent subjects in the basis of patrimonalism. | en_US |
