Abstract
İnsanların tarih sahnesine çıkması ve bu olayın ardından üretime başlaması ile birlikte ekonomik bir yapının hâkim olması söz konusu olmuştur. Bu ekonomik yapı, kendi içinde farklı unsurların da ortaya çıkmasının ilk adımını teşkil etmektedir. Nitekim ekonomik alandaki faaliyetlerle ortaya çıkan “vergi” kavramı, devamında devlete vergi verilmemesi gibi bir sorunun da ortaya çıkmasının temel sebebidir. Bununla birlikte beklediği ekonomik seviyeye ulaşamayanların farklı yol ve yöntemlere başvurmaları ile devletten vergi kaçırmaları veya eksik vergi ödemeleri sonucunda kayıt dışı ekonomi olarak adlandırılan yapı da bu faaliyetler sonucunda ortaya çıkmıştır. Ekonomik yapıda bireylerin gelir elde etme türlerinde yaşanan çeşitlenmeler bu faaliyetlere yasa dışı yolların da eklenmesi sonucunu doğurmuş ve kara para olarak adlandırılan suç temelli ekonomik gelir türü ortaya çıkmıştır. Kara para faaliyetlerinin yaygınlaşması ile birlikte organize suç örgütlerinin oluşumu da gündeme gelmiş ve ekonomik yapıdaki çeşitlilik kendisini uluslararası bir sorun ile ortaya çıkarmıştır.
After the people came to the stage of history and started production after this event, an economic structure became dominant. This economic structure constitutes the first step in the emergence of different elements within itself. As a matter of fact, the concept of “tax çıkan arising from economic activities is the main reason for the emergence of a problem such as the lack of tax on the state. However, as a result of these activities, the so-called unrecorded economy emerged as a result of those who could not reach the expected economic level, resorted to different ways and methods, evaded taxes from the state or paid incomplete taxes. Variations in the income structure of individuals in the economic structure resulted in the addition of illegal means to these activities and the crime-based economic income type called as money has emerged. With the spread of money activities, the formation of organized crime organizations has come to the agenda and the diversity in the economic structure has revealed itself with an international problem.
