Türkiye'de özelleştirme ve rekabet politikaları açısından şeker sanayinin incelenmesi

Abstract

Bu çalışmada, dünyanın önemli şeker üreticilerinden biri olan Türkiye'de rekabet hukuku bağlamında şeker pancarında uygulanan tarım politikaları, 4634 sayılı Şeker Kanunu ile gelen değişiklikler değerlendirilerek, üreticilerin şeker pancarı tarımındaki sosyo-ekonomik sorunları incelenmiştir. Aynı zamanda, ülkemizin sorunlu KİT'lerinden biri olan Türkiye Şeker Fabrikaları A.Ş. incelenerek sektörde özelleştirme konusu ele alınmıştır. Özelleştirme politikaları sosyo-ekonomik yönden irdelenmeye çalışılmış, şeker sanayinde kamuoyuna yansıyan özelleştirme modelleri ortaya konmuş ve sektöre olası etkileri açıklanmaya çalışılmıştır. Çalışmada öncelikle şeker sanayinin Türkiye'de durumu incelenmiş, dünyada şeker sektörü analizi yapılmış, şeker alternatifi tatlandırıcılar konusunda değerlendirmeler ortaya konmuştur. Daha sonra Türkiye'de şekerde uygulanan politikalar açıklanarak, bugüne kadar şeker sanayindeki özelleştirme uygulamaları ele alınmıştır.

In this study, the sugar policies that are being applied in terms of the competitiveness laws in Turkey, who is one of the important sugar producers in the world, and the changes occurred as a result of the Sugar Law 4634 are evaluated; the socio-economic problems of the sugar producers have been investigated. Meantime, the privatization issue in the sugar sector has been taken into consideration by investigating the Turkish Sugar Factories, which is one of the problematic enterprises owned by the state. The privatization policies have been investigated in terms of socioeconomic aspects, the privatization models that have been announced to the public have been summarized and their possible effects on the sector have been explained. The place of the sugar industry in the Turkish economy have been investigated, it has been compared with the world sugar industry and other important producer countries, evaluations on the subject of sugar alternative sweeteners have been put forward. Later on, the policies applied in Turkey have been explained and the privatization process until today has been investigated.
