| dc.description.abstract | Bölgesel dengesizlik, bir ülkenin çeşitli bölgelerinde görülen ekonomik ve sosyal fırsat esitsizliği seklinde tanımlanmakta ve günümüzde az ya da çok, ama mutlaka her ülkede görülmektedir. Ekonomik sosyal, kültürel ve coğrafi faktörlerin, doğrudan ya da dolaylı olarak neden olduğu bölgeler arası sosyal, ekonomik ve diğer dengesizlikleri gidermek bölgesel kalkınmanın temel amaçlarındandır. Devletin parasal olarak ağır maliyetlere katlanarak doğrudan istihdam oluşturma politikası uygulamak yerine, özel yatırımları teşvik etmek suretiyle ekonomiyi düzenleyici bir rol üstlenmesi ve böylece bölgeler arasında ortaya çıkan gelişmişlik farklılığını giderecek politikalar oluşturması, 1950’li yıllardan itibaren günümüze kadar devam edegelen süreçte teorik ve pratik olarak benimsenen bir yaklaşım olmuştur. Bu çalışmada bölgeler arası dengesizliğin tarihsel süreç içerisinde nasıl ortaya çıktığı ve ne gibi sorunlar oluşturduğu üzerinde durulmuş, bölgesel dengesizliklerin giderilmesinde uygulanan politikalar incelenerek, özellikle GAP bölgesindeki teşvik uygulamalarının amacına ulaşmasını sağlamaya yönelik çözüm önerilerinin geliştirilmesine çalışılmıştır. Üç bölümden oluşan çalışmanın birinci bölümünde, ilk olarak, Bölge kavramı ve Bölge türleri hakkında kısa bilgiler verilmiş, bölgesel dengesizliğin oluşum süreci, nedenleri ve sakıncaları üzerinde durulmuştur. Ekonomik ve Sosyal dengesizlikleri gidermek amacıyla uygulanan bölgesel kalkınma politikasının ilkeleri, amaç ve araçları değerlendirilmiş, gelişmiş ve gelişmekte olan ülke uygulamaları ele alınmış ve Türkiye’deki bölgesel dengesizlik ve kalkınma süreci incelenmiştir. İkinci bölümde, Bölgesel kalkınma sürecinde yatırımları teşvik tedbirleri üzerinde durulmuş; yatırımların önemi, teşvik tedbirleri ve uygulama esasları ele alınarak, muhtemel AB üyeliği durumunda Türkiye’nin AB fonlarından yararlanma potansiyeli değerlendirilmiştir. Çalışmanın üçüncü bölümünde ise, kalkınma sürecinde vergi politikasının önemi ve Türkiye’de teşvik edici vergi politikasının tarihsel gelişimi ele alınarak yürürlükteki vergi ve diğer teşvik uygulamaları hakkında bilgiler verilmiştir. GAP bölgesinde uygulanmakta olan teşvik politikalarının yine bu bölgedeki firmalar bazında etkinliğinin test edilmesi amacıyla anket uygulamasına gidilmiş, ortaya çıkan sonuçlar kişisel önerilerle özetlenmeye çalışılmıştır. | tr_TR |
| dc.description.abstract | Regional instability is defined as inequality in economic and social opportunities which can be seen in various regions of the country and today more or less but for certain it is seen in all countries. To overcome the interregional social, economic and other inequalities caused by economic, social, cultural and geographical factors directly or indirectly is one of the main aims of regional development. The fact that the government has undertaken a role to organize the economy by encougaging private investments instead of carrying out a direct employment policy enduring serious financial cost and that it has constituted policies which are able to overcome the regional differences in development has been a theoretically and practically pleasing approach since 1950. In this work, how regional inequalities came up in the historical period and what problems they caused are focussed on and analyzing the policies which have been put into practice to overcome the regional inequalities, it has been given effort to work up proposals in order to enable the encouragement implementations in the GAP ( Southeastern Anatolian Project – SAP ) to reach the target. In the first part of this work, which consists of three parts, first , brief information about the region concept and region varieties has been given and the formation process of the regional inequality , its reasons and drawbacks are emphasized. The principles, aims and facilities of the Regional Development Policy, which has been put into practice to overcome the economic and social inequalities, have been discussed and the regional inequality and development process have been observed. In the second part, encouragement steps for investments in the process of Regional Development have been emphasized; considering the importance of the investments, encouragement steps and implementation principals, Turkey’s potential about making use of EU’s ( European Union) funds in case of a likely EU membership has been discussed. In the third part, information about current tax and other encouragement mplementations has been given, considering the importance of tax policy in the development process and and the historical evolution of the encouraging tax policy in Turkey. A survey has been conducted in order to test the efficiency of the encouragement practises for the firms in the region which have been put into practice in the SAP ( Southeastern Anatolian Project) region, and the results have been summarized by individual proposals. | en_US |
