Abstract
1990'lı yıllardan bu yana güç kaybı yaşayan sendikaların yaşanan yeni teknolojik gelişmelerle birlikte nasıl konumlanacağı birçok tartışmayı beraberinde getirmektedir. Değişen ve dönüşen dünyamız gelinen noktada yeni bir çağın eşiğinde büyük sancılar içine girmiştir. Dördüncü Sanayi Devrimi süreci, çalışma hayatını ve sendikaları köklerinden etkileyecek değişimlere gebedir. Bu değişim dar bir sınırda kalmaktan uzak yapısıyla insan hayatının bütün alanlarına dokunan, baş döndürücü hızıyla kendini gerçekleştiren özellikler taşımaktadır. Çalışma hayatının dönüşümüne geniş bir perspektiften bakıldığında, Dördüncü Sanayi Devrimi dönüşümünün getireceği risklere karşı küresel ölçüde önlemlerin alınması, güçlü sendikalar ve güçlü sendikal faaliyetlerin gerekliliği açık bir biçimde görülmektedir. İşçilerin çıkarlarının gözetilmesi bağlamında bu değişim ve dönüşüme eşlik etmek, olumlu etkileri azami düzeye çıkararak olumsuz etkileri asgari seviyeye indirmek sendikalar için hayati önem taşımaktadır. Sendikacılık toplumsal, ekonomik yapılar, teknoloji ve üretim tekniklerindeki değişimlerle sürekli bir etkileşim halindedir. Değişimlerle beraber ortaya çıkan yeni ihtiyaçlar yeni kurumları ortaya çıkarmakta ve var olanları evrimleştirmektedir. Dördüncü Sanayi Devrimi ile yaşanan köklü değişimlerin sendikacılığı da farklı bir boyuta taşıması kaçınılmazdır. Değişimi iyi analiz etmek, doğru tahminlerle doğru çözüm önerileri üretmek yarınki sorunlara bugünden önlem almak adına önemlidir. Sendikalar geleneksel yapılarından sıyrılarak, kendi durumlarını gözden geçirmeli, yeni çalışma hayatına uygun misyon ve vizyon belirlemeli, yeni bir aksiyon sistemi ve yeni duruma uygun farklı stratejiler geliştirmelidir. Bu çalışmanın amacı da Dördüncü Sanayi Devrimi döneminde yaşanan dönüşümün emeğin ve emeğin temsilcilerinin üzerindeki etkilerini inceleyerek dönüşen dünyaya nasıl ayak uyduracaklarını araştırmaktır. Buna göre çalışmada sanayi devrimleri ve teknolojik gelişmeler çerçevesinde emeğin ve emeğin temsilcilerinin ortaya çıkış aşamasından günümüze kadar olan süreçte geçirdiği dönüşümün izi sürülmüş, Dördüncü Sanayi Devrimi ile değişen çalışma hayatı ele alınarak sendikaların mevcut durumu incelenmiş ve uluslararası ve ulusal sendikaların Dördüncü Sanayi Devrimi ile ilgili izledikleri stratejiler incelenerek bu kapsamda yeni teknolojilerin yarattığı krizin fırsata çevrilmesi amacını taşıyan "Sendika 4.0" önerisi değerlendirilmiştir.
The new technological developments that achived via Fourth Industrial Revolution brings with it many discussions about how the unions which have been losing power since the 1990s, will be positioned. Our world, which is changing and transforming faster than ever, has begun to suffer greatly on the threshold of the new era. The Fourth Industrial Revolution process is bring changes in its wake that will affect working life and unions by roots. This change, which realizes itself with its dizzying speed, has features that affect every aspect of human life with its structure far from being narrow-scoped. The new needs that arise with the changes bring forth new institutions and evolve existing ones. When we look at the transformation of working life from a broad perspective, it is clearly seen that measures should be taken globally against the risks that the transformation of the Fourth Industrial Revolution will bring, strong trade unions and strong trade union activities are necessary. Unionism is already in constant interaction with changes in social and economical structures, technology and production techniques. It is also inevitable that the radical changes experienced with fourth ındustrial revolution will carry unionism to a different level. In order to protect the interests of workers, it is vital that unions accompany this change and transformation insted of being a passive element of this course, to maximizing positive impacts while minimizing their negative effects. It is important to analyze the change well thus deliver right solutions with the correct forecasts, to take precautions today against tomorrow's problems. Unions should review their position in this new order, get off their traditional structures, develop a new action system and different strategies thus determine new missions and visions suitable for the new working life. The aim of this study is to review the effects of the transformation experienced thorough Fourth Industrial Revolution on labor and its representatives and to investigate how they can keep up with the transforming world. In the line of this purpose, in this study; in a framework from the emergence of the industrial revolotions to the present, the transformation of labor and its representatives as a result of technological advancements has been traced, the situation of the unions in the changing working life via fourth industrial revolution has been examined, and the publications and suggestions of international organizations in order to ensure a fair transition have been evaluated. In this context, the proposal of "Union 4.0", which aims to turn the crisis created by new technologies into an opportunity, has been tried to be evaluated.
