Abstract
Çalışma, devlet dışı aktörlerin giriştiği terör eylemleri ile normatif çerçevelerin evrimi arasındaki tarihsel ve kuramsal kesişimler ile bunların gelişim dinamiklerini aydınlatmayı; terörizm ile devlet/toplum arasındaki etkileşimlerin tarihsel olarak okunabilir korelasyonlara sahip olup olmadığını ve kurumsallaşmış siyasi iktidar ile terörizmin tarihsel olarak karşılıklı değişim veya dönüşüm dinamiklerini besleyip beslemediğini araştırmaktadır. Terör egemen gücü normatif kurallar dışında tedbirler almaya, yasal çerçeveleri de olay karşısında genel yasal korumalara alternatif yapılar geliştirmeye zorlamakta; terör aynı zamanda modern tarihi boyunca çeşitli örgütlerce siyasal paradigmaların değişimini tetiklemek için kullanılmış ve tarihi boyunca da belirli periyotlarda kabaran ve dinginleşen bir dalga olarak okunmakta, bu yönleriyle de adi bir suç olayından ziyade tarihi bir olgu olarak görünmektedir. Araştırmamız nihayetinde terörizmin bir politik şiddet olgusu olarak okunabilirliğine ve onun siyasal iktidarın düzenlerinin değişim ve gelişiminde tarihi bir unsur olarak etkisine odaklanmaktadır. Çalışmamızın son bölümü ise Machiavelli, Hobbes, Hegel ve Schmitt gibi düşünürlerin entelektüel miraslarından yararlanarak, terör olgusunu iktidar, kimlik ve toplumsal düzen ile irtibatı çerçevesinde bağlamsallaştıran, diyalektik, tarihsel ve gerçekçi bir bakış açısı oluşturmaya çalışmaktadır.
The study aims to illuminate the historical and theoretical intersections and developmental dynamics between terrorist acts committed by non-state actors and the evolution of normative frameworks. It investigates whether the interactions between terrorism and the state/society have historically readable correlations and whether institutionalized political power and terrorism historically nourish reciprocal change or transformation dynamics. Terrorism forces the sovereign power to take measures outside normative rules, and legal frameworks are compelled to develop alternating structures against the phenomenon. At the same time, terrorism has been used by various organizations throughout modern history to trigger changes in political paradigms and is read as a wave that swells and calms at certain periods throughout history, thus appearing more as a historical phenomenon than mere “a criminal act”. Ultimately, our research focuses on the readability of terrorism as a phenomenon of political violence with its impact as a historical element in the change and development of political power structures. The final section of our study attempts to construct a dialectical, historical, and realistic perspective by contextualizing the phenomenon of terrorism by reading it over political violence within its connection to power, identity, and social order, drawing on the intellectual legacies of thinkers such as Machiavelli, Hobbes, Hegel, and Schmitt.
