| dc.description.abstract | Soğuk Savaş Sonrası Dönem’den 11 Eylül Saldırıları’na kadar Amerika Birleşik Devletleri (ABD), Avrasya’da demokrasi ve liberalizmin gelişmesi için faaliyetler yürütmüştür. 11 Eylül Saldırıları’nın ardından ABD için en önemli mesele güvenlik meselesi olmuştur. Ancak Başkan Obama’ya kadar olan süreçte ortaya çıkan aksaklıklar, ABD’nin dış meselelerde daha toleranslı olması gerektiği sonucunu doğurmuştur. Böylece bölgenin güçlü devletlerinden olan Rusya Federasyonu (RF) ile ABD arasındaki ilişkileri de yeniden gözden geçirmek gerektiğine dair bir görüş oluşmuştur. Başkan Obama, Birinci Başkanlık Dönemi’nde Avrasya’ya yönelik yumuşak dış politika adımları atmaya çalışmıştır. Ancak ABD’nin yumuşak politikaları RF’nin daha da cesaretlenmesine yol açmış ve ABD-RF ilişkileri tekrar gerginleşmeye başlamıştır. Obama’nın İkinci Başkanlık Dönemi’nde ABD’ye karşı adımlar atmaya başlayan RF ve Çin Halk Cumhuriyeti (ÇHC), Avrasya’da bölgesel entegrasyon faaliyetlerinin hız kazanmasını sağlamışlardır. Bu bağlamda çalışmamızda Obama Dönemi’nde ABD’nin Avrasya Bölgesi’ne yönelik politikaları incelenerek, Avrasya Devletleri’nin gelişiminde Obama politikalarının etkileri analiz edilmiştir. Analizler yapılırken antlaşma metinleri, ABD Kongresi’ne ait resmi belgeler ve söylemler kullanılmış ve aynı zamanda konuyla ilgili eser ve görüşlere de yer verilmiştir. Hipotezimize göre ABD’nin Avrasya Bölgesi’ne yönelik politikaları, ÇHC ve RF’nin bölge devletleriyle ilişkilerinin gelişmesine yol açmıştır. Böylece hem ABD ile hem de RF ve ÇHC ile ikili ilişkiler kurabilen Avrasya Devletleri, denge politikası güderek Obama Dönemi’nde daha da güçlenmişlerdir. | tr_TR |
| dc.description.abstract | From the post-Cold War period to the September 11 attacks, the United States of America (USA) carried out activities for the development of democracy and liberalism in Eurasia. After the September 11 attacks, the most important issue for the US was the security issue. However, the disruptions in the process up to President Obama have led to the conclusion that the US should be more tolerant in foreign affairs. Thus, an opinion was formed that it is necessary to reconsider the relations between the Russian Federation (RF), which is one of the strongest states in the region, and the USA. President Obama tried to take soft foreign policy steps towards Eurasia during the First Presidency. However, US soft policies have encouraged the RF to become even more encouraging, and US-RF relations have started to tighten again. Obama and the People's Republic of China (PRC), which started to take steps against the US during the Second Presidential term, accelerated the regional integration activities in Eurasia. In this context, the policies of the US in the Eurasian Region during the Obama Period were analyzed and the effects of Obama policies on the development of Eurasian States were analyzed. During the analysis, treaty texts, official documents and discourses of the US Congress were used, and the works and opinions on the subject were also included. According to our hypothesis, US policies towards the Eurasian Region have led to the development of relations between PRC and RF with the states of the region. Thus, the Eurasian states, which were able to establish bilateral relations with both the US and the RF and PRC, became even stronger during the Obama Period by pursuing a balance policy. | en_US |
