dc.description.abstractTüm dünyada, ilgili makamlar acil durumlara hazırlıklı olma ve afetlere müdahale için kısa ve uzun vadeli faaliyetler içeren afet yönetim planları hazırlamaktadır. Bu noktada, acil durum toplanma alanları afetzedelerin ihtiyaçlarını karşılamak ve afet sonrasındaki kaosu en aza indirgemek için önemli bir rol oynamaktadır. Bu nedenle, yetkililer acil durum toplanma alanlarını çeşitli kriterleri göz önünde bulundurarak belirler ve bu alanların her zaman hazır durumda olmasını sağlarlar. Bu çalışma, İstanbul’un bir ilçesindeki kırk üç acil durum toplanma alanını, konunun uzmanı beş kişi tarafından belirlenen yedi kriter altında değerlendirmeyi amaçlamaktadır. Çalışmada, analizi yapmak için ÇKKV (Çok Kriterli Karar Verme) yöntemi olan PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluation) kullanılmıştır. PROMETHEE’ den elde edilen bulgular kırk üç acil durum toplanma alanının yedi kriter altında sıralanmasını sağlamıştır. Bu çalışmadan elde edilen bulgular, bazı toplanma alanlarının yeniden gözden geçirilmesi zorunluluğu da dâhil olmak üzere acil durum toplanma alanlarının mevcut durumuna ilişkin öngörüler ortaya koymaktadır.tr_TR
dc.description.abstractAll over the world, authorities prepare disaster management plans containing short- and long term activities for emergency preparedness and response to disasters. At this point, emergency assembly areas play a crucial role to deliver the needs of the disaster victims and to minimise chaos following the disaster. The authorities designate the emergency assembly areas by considering several criteria and, in turn, ensure the readiness of these points at all times. This study aims to evaluate forty-three emergency assembly areas in a district of Istanbul under seven criteria that have been identified by five subject matter experts. The study used the PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluation), an MCDM (Multi-Criteria Decision-Making) method, to undertake the analysis. The PROMETHEE method provided the rankings of these forty-three emergency assembly areas under seven criteria. The findings from this study shed light on the current status of the emergency assembly areas, including the necessity to reconsider some of the assembly points.en_US
