Abstract
Bu çalışmada, Türkiye’nin yıllardır tartışmakta olduğu eğitim sorunları, çağdaşlaşma sorunu ile ilişkilendirilerek irdelenmektedir. Yabancı dil eğitimi, mesleki-teknik eğitim ya da öğretmen yetiştirme gibi eğitim sorunlarının uzun yıllardır tartışılıyor olmasına karşın, çözümlenmesi yerine giderek ağırlaşmasının nedenleri, eğitim politikaları ve uygulamaları yerine, eğitim ve bilim anlayış ve politikalarını da belirleyen çağdaşlaşmaya ilişkin temel tutumda temellendirilmeye çalışılmaktadır. Tüm sorunlarıyla birlikte sistemi, öğretime eklenen “asri” nitelemesi ile eğitime yüklenen “milli” nitelemesinin bağdaştırılamaması temelinde değerlendirirken, sonuç olarak söz konusu iki kavramın içeriklerinin yeniden tanımlanması gereğini öne çıkarmaktadır.
The aim of this study is to examine the source(s) of such chronic matters of education as education of foreign language, of vocationaltechnical education and of teacher training of Turkey on which the educators have been dwelling for years and years by relating all of these to the issue of modernisation of Turkey. It is an attempt in this context, to base the reason(s) of such educational matters on the difficulty about the modernisation issue which determines also the approaches to and policies of education. The system with all problems it has is considered in respect to the incompatibility of the “modern” one describing the notion of “instruction” to the “national” one qualifying the notion of “training”. As a result the need to reconsider the senses of the two notions under discussion is suggested.
