dc.description.abstractModern Orta Doğu politikalarını şekillendiren başlıca unsurlardan birisi silahlanma olmuştur. İkinci Dünya Savaşı'nın ardından sahip olunan güvenlik endişeleri nedeniyle silahlanmaya başlayan bölge ülkeleri, Soğuk Savaş boyunca beş büyük savaş ve çok sayıda düşük yoğunluklu çatışma yaşamıştır. Yaşanan her savaşın ve çatışmanın sonunda bölge ülkelerinin silahlanma düzeyleri ve tehdit algılamaları azalmak yerine artmıştır. Orta Doğu'da silahlanmanın güvenlik politikalarına etkisinin anlaşılabilmesi için Soğuk Savaş dönemindeki silahlanma girişimlerinin analiz edilmesi oldukça önemlidir. Nitekim bölge ülkelerinin Soğuk Savaş sonrası dönemde yaşadığı güvenlik problemlerinde Soğuk Savaş döneminde başlayan ve giderek etkisini arttıran silahlanma faaliyetlerinin payı büyüktür. Bununla beraber, silahlanma kavramı karmaşık bir yapıya sahiptir. Her ülke istediği silahı üretemediği gibi her silahı dış piyasalardan da satın alamamaktadır. Orta Doğu örneğinde Soğuk Savaş dönemindeki yerli silah üretimi ise oldukça sınırlıdır. Bu nedenle bölge ülkeleri, silahlanmak için sürekli bir şekilde dış desteğe ihtiyaç duymuşlardır. Silahların sıradan bir ticari meta olmadığı, bölgenin içsel sorunları ve uluslararası sistemin iki kutuplu yapısı bir arada düşünüldüğünde Orta Doğu'daki silahlanma girişimlerinin bölgesel ve küresel etkiler doğurması kaçınılmazdır. Günümüz güvenlik ve silahlanma politikalarının anlaşılabilmesi için yararlı bir çerçeve sunmayı amaçlayan bu çalışma, silahlanmanın kendine özgü doğasını dikkate alarak, Soğuk Savaş döneminde Orta Doğu'daki silahlanma girişimlerini, nedenleri ve sonuçlarıyla birlikte analiz etmektedir.tr_TR
dc.description.abstractArmament is one of the most prominent factors that determine the modern Middle East politics. Due to the security concerns, the region started to armament just after the Second World War and experienced five total wars and several low-intensity conflicts in the Cold War era. At the end of the wars and conflicts, the threat perceptions did not decrease; instead incrementally increased with the re-armament efforts. It's very crucial to analyze the Middle Eastern armaments in the Cold War era in order to understand the effects of these armaments on security policies. Since, post-Cold War era inherited several security problems arose from Cold War armaments. Nevertheless, the concept of armament has a very complex nature. Nor the countries can produce all types of weapons; neither can buy all types of weapons from foreign markets. In the case of the Middle East, indigenous arms production capacity is very limited and arms are not an ordinary commodity to trade. Hence, the region always needed foreign support to procure sufficient arms in quality and quantity. These facts including the domestic problems of the region and the structure of the bipolar system concomitantly complicate the effects of the armaments of the region. This thesis aims to present a useful perspective to comprehend the security and armament policies of the contemporary Middle East. It especially focuses on the enduring conflicts and analyzes the causes and consequences of the Cold War armaments by regarding the sui generis nature of armaments.en_US
