dc.description.abstractYeni yoksulluk kavramı: Neo-liberal politikalar, düşük ücretler, güvencesiz istihdam ve sosyal dışlanma ile karakterize, kentsel bir yoksulluk olgusunu tanımlamak için kullanılmaktadır. Bu etkenler; insanların çalışabilmeleri, iyi bir yaşam standardına sahip olmaları ve topluma katılabilmeleri gibi değer verdikleri şeyleri başarmalarını zorlaştırabilir. Çalışmanın amacı, yeni yoksulluk içeriğinde olduğu değerlendirilen Neo liberal politikalar, sosyal dışlanma ve yapabilirlik yoksunluklarına yanıt üretebilecek bir adalet teorisi arayışıdır. Yapabilirlik Olarak Adalet kuramı ise insanların farklı değerleri ve öncelikleri olduğunu ve iyi bir hayatın kişiden kişiye değişeceğini kabul eden bir bakış açısı sunmaktadır. Bu, farklı yoksulluk deneyimlerini ve bakış açılarını dikkate alarak yeni yoksulluğu daha incelikli bir şekilde anlamamızda; yeni yoksulluğu değerlendirmede daha kapsamlı bir adalet kuramı sunmaktadır. Yeni yoksulluğun arkasındaki ve bünyesindeki unsurların tespit edilmesi, bunların çözümlenmesinde hangi yanıtların üretildiğinin ortaya konulması adına çalışmanın yöntemi olarak belge analizi yaklaşımı kullanılmıştır. Araştırma bulguları olarak yeni yoksulluğun, Neo-liberal psikopolitik etkiler, tüketim toplumunun ötekisi olma ve güvencesiz/belirsizlik içerisindeki çok boyutlu bir yapıyı kapsadığı sonucuna ulaşılmıştır. Refahı ve adaleti; yalnızca fayda, mal veya kaynak dağıtımı olarak ele almanın yeni yoksulluk açısından yetersiz kaldığı, yeni yoksulluğu değerlendirmede yapabilirlik kayıplarının dikkate alınarak politika oluşturmak gerektiği bulgusuna varılmıştır. Yapabilirlik Olarak Adalet’in yeni yoksulluk konusunda; neoliberal negatif özgürlük yerine pozitif özgürlük, farklılıkları dikkate alan adalet, dezavantajlı konumlara karşı eğitim ve belirsizlik-güvencesizlik zoru karşısında yapabilirlik güvencesi konuları ile önemli yanıtlar üretebileceği sonucuna ulaşılmıştır.tr_TR
dc.description.abstractThe concept of "new poverty" is used to define an urban poverty phenomenon characterized by neoliberal policies, low wages, precarious employment, and social exclusion. These factors can make it difficult for people to achieve the things they value, such as being able to work, having a good standard of living, and participating in society. The study aims to search for a theory of justice that can produce responses to neoliberal policies, social exclusion, and capability deprivations, which are considered to be part of the new poverty. The Capability Approach to Justice theory, on the other hand, offers a perspective that accepts that people have different values and priorities and that the good life varies from person to person. This allows us to understand new poverty in a more nuanced way, and to offer a more comprehensive theory of justice that takes into account different poverty experiences and perspectives. The document analysis approach was used as a method to identify the elements behind and within the new poverty and to reveal the answers that have been produced to solving it. As a result of the research, it has been concluded that new poverty is a multidimensional structure that includes neoliberal psychopolitical effects, being the other of the consumer society, and being in a situation of uncertainty/uncertainty. It has been found that considering only welfare and justice as the distribution of goods, goods, or resources is insufficient for new poverty, and that policies should be created by taking into account the loss of capabilities in evaluating new poverty. It concluded that the Capability Approach to Justice can produce important answers to the new poverty issue, such as positive freedom instead of neoliberal negative freedom, justice that takes into account differences, education against disadvantaged positions, and capability guarantee in the face of the challenge of uncertainty/uncertainty.en_US
