Abstract
Bu çalışma, Bursa İli Gürsu İlçesi’ndeki üreticilerin tarım sigortasına olan yaklaşımları açısından mevcut durumu, beklentilerini, en önemli risk unsurlarını ve yaşanan sorunları saptamak bakımından görüş ve öneriler geliştirmek amacıyla yapılmıştır. Doğal, sosyal ve ekonomik risklerden en çok etkilenen tarımsal üretimde bir çeşit risk paylaşım yöntemi olan tarım sigortalarına genel bir bakış ve Bursa ilinde çiftçilerin tarım sigortası yaptırma süreçlerini etkileyen faktörleri incelemek amaçlanmıştır. Araştırma kapsamında Gürsu ilçesinde, 2021 yılında 181 üretici ile anket çalışması yapılmıştır. Araştırma sonuçlarına göre üreticilerin ortalama yaşının 45,6 yıl, tarımsal deneyimlerinin 33,28 yıl, işletme büyüklüğünün 29,77 da, ortalama parsel sayısının 6,45 adet olduğu belirlenmiştir. Üreticileri en çok endişelendiren risk faktörünün %71,85 ile iklim olayları olduğu, iklim olayları içinde de dolu yağışının %53,60 ile en çok karşılaşılan iklim olayı olduğu saptanmıştır. Üreticilerin %97,20’sinin daha önce tarım sigortası yaptırdıkları, %93.30’unun geçmişte yaşadığı kayıpların etkisi ile sigorta yaptırdıkları belirlenmiştir. Üreticiler, hasar tespit işlemlerinin gerçeğe uygun yapılmamasını, hasar ödemelerinin gerçek zararı karşılamamasını ve sigorta primlerinin yüksek oluşunu tarım sigortası ile ilgili en önemli sorunlar arasında göstermişlerdir. Sigorta primlerine devlet desteği yerine üretici gelirlerini artırıcı politikaların ve zararların gerçeğe uygun tespit edilmesinin tarım sigortası uygulamalarının yaygınlaşmasında önemli etkiye sahip olacağı saptanmıştır.
This study was carried out in order to develop opinions and suggestions in terms of determining the current situation, expectations, the risks that worry them the most, the economic and social benefits, and the problems encountered in terms of their approaches to agricultural insurance in the Gürsu District of Bursa Province. It is aimed to have an overview of agricultural insurance, which is a kind of risk sharing method in agricultural production, which is most affected by natural, social and economic risks, and to examine the factors affecting the agricultural insurance processes of farmers in Gürsu District of Bursa province. Within the scope of the research, a survey was conducted with 181 farmers in Gürsu District. According to the results of the research, it has been determined that the average age of the farmers is 45,6 years, their average agricultural experience is 33,28 years, the average size of the farms is 29,77 decares, and the average number of the parcels is 6,45. It has been determined that the most worrying risk factor for farmers is climate events with 71.85%, and hail precipitation is the most common climatic event with 53.60% among climate events. It has been determined that 97.20% of the farmers have taken out agricultural insurance before, and 93.30% of them have taken out insurance due to the effects of past losses. Farmers listed the most important problems regarding agricultural insurance as unrealistic damage assessment procedures, failure to cover real losses in claims payments, and expensive insurance premiums. It has been determined that the preparation of policies to increase the income of the farmers and the determination of the losses in accordance with the truth, instead of state support for insurance premiums, will have a significant impact on the spread of agricultural insurance practices.
