Yeni sağ siyasal anlayış ve siyasetin finansmanı: ABD ve Türkiye üzerine bir analiz

Abstract

Yeni Sağ siyasal anlayış ile birlikte devlet bir anlamda asli sınırlarına çekilmiş, temel görevleri olan kamusal hizmetler dışında kalan diğer hizmetleri piyasa koşullarına bırakmıştır. Devletin bu kararı sonrası boşalan alanlara piyasa koşullarında faaliyet gösteren finans sahipleri girmeye başlamıştır. Yeni dönemde oluşan bu yeni durum devlet toplum iç içe geçmesini de bir anlamda hızlandırmıştır. Toplumun devlete sirayet aracı demokrasi iken, devletin topluma sirayet aracı ise bürokrasidir. Karşılıklı ilişki sarmalında bir birini besleyen bu iki kutbun ilişkisinden modern bir kavram olan “Siyasetin Finansmanı “ doğmuştur. Siyasetin Finansmanı, seçimleri kazanarak seçmeni temsil etmek isteyen parti ve adayların kampanyalarını sürdürmek için ihtiyaç duydukları nakdi ve nakdi olmayan bütün olanakları kapsayan geniş bir kavramdır. Günümüz koşullarında siyasal faaliyetlerin sürdürülebilmesi için olmazsa olmaz bir araç haline gelen finansman desteğinin elde ediliş biçimi konumuz açısından dikkate değerdir. Demokrasi ile yönetilen hemen hemen her ülkede parti ve adaylara kamusal finansman olanağı sunulmaktadır. Ancak bu kaynağın yetersiz kalması parti ve adayları özel bağışlara başvurmaya zorlamaktadır. Özel bağışların siyasal alana girişi düzenleme ve yaptırıma tabi tutulmaz ise demokrasi kurumuna ciddi zarar verme potansiyeli bulunmaktadır. Alınacak tedbirlerin başarılı olması için bütün paydaşların ortak sorumluluk alması gerekmektedir. Köklü bir demokrasi geleneğine sahip olan ve bu geleneği halen sürdürdüğüne inanılan ABD’de siyasi parti ve adayların özel kişiler tarafından finanse edilmesi artık yerleşik bir gelenek haline gelmiştir. Türkiye’de ise bu konu hakkındaki tartışmalar halen oturmuş sayılmaz ve olgunlaşarak kabul görmesi zaman alabilir. Alan araştırmasındandan elde edilen verilerin analiz edilmesi sonucunda da Türkiye’deki seçmenin bu konu hakkında nispeten olumsuz bir görüşe sahip olduğu görülmektedir. Yani araştırmaya katılan kişilere göre siyasetin özel kişiler tarafından finanse edilmesi katılım amacıyla yapılsa da çoğunlukla bir çıkara dayanabilmektedir.

With the New Right political understanding, the state has, in a sense, withdrawn to its fundamental borders and left other services other than public services, which are its main duties, to market conditions. After this decision of the state, financial owners operating under market conditions started to enter the vacant areas. This new situation that occurred in the new period accelerated the intertwining of the state and society in a sense. While the means of influence of society on the state is democracy, the means of influence of the state on society is bureaucracy. The modern concept of “Financing of Politics” was born from the relationship of these two poles that feed each other in the spiral of mutual relationship. Political financing is a broad concept that covers all financial and non-cash opportunities that parties and candidates who want to represent the voter by winning the elections need to continue their campaigns. The way in which financial support is obtained, which has become an indispensable tool for the continuation of political activities in today's conditions is remarkable in terms of our subject. In almost every country governed by democracy, parties and candidates are offered public funding. However, the inadequacy of this resource forces parties and candidates to apply for private donations. If the entry of private donations into the political arena is not regulated and sanctioned, it has the potential to seriously damage the institution of democracy. In order for the measures to be taken to be successful, all stakeholders must take joint responsibility. In the USA, which has a deep-rooted tradition of democracy and is believed to continue this tradition, financing of political parties and candidates by private individuals has now become an established tradition. In Turkey, on the other hand, the debates on this issue are still not settled and it may take time for it to mature and be accepted. As a result of the analysis of the data we obtained from our field research, it is seen that the voters in Turkey have a relatively negative opinion on this issue. In other words, according to the people who participated in the research, the financing of politics by private individuals can mostly be based on an interest, even if it is for the purpose of participation.
