2008 küresel finans krizi ve bu krizin Azerbaycan ekonomisine etkileri

Abstract

1980’lerden sonra hız kazanan ekonomik küreselleşme sürecinde ülkeler arasında gelişen iktisadi ve ticari ilişkiler dünyayı adeta küresel bir köy haline getirmiştir. Bu nedenledir ki, 2008 Küresel Finans Krizi kısa süre içerisinde çeşitli kanallar aracılığıyla tüm dünyayı etkisi altına almıştır. Günümüze kadar görülen küresel nitelikteki krizler arasında hiç şüphesiz en etkilisi ABD Mortgage piyasalarından kaynaklanan 2008 Küresel Finans Krizi olmuştur. ABD’de başlayan bu kriz kısa sürede dünya geneline yayılarak tüm ülkeleri derinden etkilediği gibi Azerbaycan ekonomisini de etkilemiştir. Bu çalışmanın amacı, 2008 Küresel Finans Krizinin Azerbaycan ekonomisine etkilerini ele almak ve krizden çıkarılan dersleri analiz edip değerlendirmektir. Azerbaycan’da krizden sonraki yıllarda petrol dışı alanlarda yapılan yatırımlarda artış kaydedilmesine rağmen, enerji sektörü dışındaki sektörler halen oldukça zayıftır. Bu nedenle petrol dışı alanların büyümesinin önündeki engellerin kaldırılması ve enerji sektörüne bağımlı olmaksızın kamu bütçesindeki harcamaların etkin kamu gelirleri ile finansmanının sağlanması gerektiği sonucuna ulaşılmıştır.

In the process of economic globalization that accelerated after the 1980s Developing economic and commercial relations between countries have turned the world into a global village. For this reason, the 2008 Global Financial Crisis broke out in a short time. It has influenced the whole world throughout different channels. There is no doubt that among the global crises seen to date, the most influential one is the 2008 Global Financial Crisis caused of US Mortgage markets. This crisis, which started in the USA, spread throughout the world in a short time and deeply affected nearly all the countries. It also affected the economy of Azerbaijan. The aim of this study is to address the effects of the 2008 Global Financial Crisis on the Azerbaijan economy and to analyze and evaluate the lessons learned from the crisis. Although there has been an increase in investments in non-oil fields in Azerbaijan in the years after the crisis, sectors other than the energy sector are still quite weak. For this reason, it has been concluded that the obstacles to the growth of non-oil areas should be removed and the expenditures in the public budget should be financed with effective public revenues, without being dependent on the energy sector.
