Engellilere yönelik hizmet politikalarının sosyolojik karşılaştırılması: Kazakistan ve Türkiye örneğinde

Abstract

Günümüzde Kazakistan ve Türkiye’de engellilere yönelik geliştirilen sosyal politikalar engelli bireyi topluma dahil etme ve onun da toplumun sağlıklı diğer kısmıyla aynı haklara sahip olmasını sağlamayı amaçlamaktadır. Her iki ülkede de engellilikle ilgili çalışmalar 2000 yılından sonra başlamıştır. Ancak engellilerin durumunun değişmeye başlamasına neden olan yoğun çalışmalar son on yıl içinde yapılmıştır. Engelliler sosyal politikaların eksiklikleri ya da yanlış uygulanması nedeniyle hala kaliteli yaşam koşullarına sahip olamamaktadır. Doktora tezinin temel amaci, Kazakistan ve Türkiye' de engellilere yönelik sosyal politikalart incelemek, bu politikalar arasindaki farklilklar sosyolojik açisindan degerlendirmektir. Bu calismada engellilerin karsilastiklar sorunlar ve onun nedenleri engellilerin gözunden agiklanmaya calisilmistir. Daha net bir ifadeyle calismada Kazakistan ve Türkiye' de yasayan engelli bireylerle derinlemesine görusme yapilarak saglik, egitim, istihdam, erisilebilirlik ve sosyal hizmetler alanindaki engellilerin durumu anlatilmistir. Arastirmanin saha calismasinda Kazakistan'da (Oral, Astana) ve Türkiye de (Istanbul, Bursa) yasayan toplam 60 görüsmeciden (Kazakistan' da 30 kisi, Türkiye°de 30 kişi) derinlemesine görüsme arachgyla veri toplanmistir. Elde edilen veriler içerik ve anlati analizi ile degerlendirilmistir. Çalışmanın önemli sonucu engellilerin toplumla daha da kaynaşmasını sağlayan sosyal politikalara ihtiyacı olduğu ve Kazakistanlı engellilerin toplumdan daha çok dışlandığı yönündedir.Today, the social policies developed for the disabled in Kazakhstan and Türkiye aim to include the disabled individual in society and ensure that he/she has the same rights as the healthy part of the society. In both countries, studies on disability started after 2000. However, intensive studies started in the last decade, when disabled people’s cases begin to change. Disabled people still cannot have quality living conditions due to deficiencies or incorrect implementation of social policies. The main purpose of the doctoral thesis is to provide support to disabled people in Kazakhstan and Turkey. To examine the social policies for the purpose and to evaluate the differences between these policies from a sociological perspective. In this study, the problems faced by disabled people and their causes were tried to be explained from the disabled people's perspective. More precisely, in the study, in-depth interviews were conducted with disabled individuals living in Kazakhstan and Turkey and the situation of disabled people in the fields of health, education, employment, accessibility and social services was explained. The field study of the research was carried out in Kazakhstan (Oral, Astana) and Data was collected through in-depth interviews from a total of 60 interviewees (30 people in Kazakhstan, 30 people in Turkey) living in Turkey (Istanbul, Bursa). The data obtained was evaluated with content and narrative analysis. The important result of the study is that disabled people need social policies that enable them to integrate more with society, and disabled people from Kazakhstan are more socially excluded from people.
