Abstract
1930'lu yıllarda Keynesyen düşünceyle birlikte uygulanmaya başlayan ihtiyari maliye politikaları 20. yüzyılın sonlarına doğru yerini mali kurallara bırakmaya başlamıştır. 1960 ve 1970'li yıllarla birlikte Avrupa hükümetleri yeni arayışlar içine girmişler ve Kamu tercihi yaklaşımına bağlı olarak Anayasal iktisat yaklaşımı gündeme gelmiştir.Maliye politikası araçları üzerine getirilen sınırlamalar şeklinde belirlenen ve daha birçok farklı tanımı içeren mali kurallar geçen yirmi yılı aşkın süredir araştırmacı ve politikacılar tarafından da ilgi görmeye başlamıştır. Mali kurallar, mali disiplini ve makroekonomik istikrarı sağlamanın temel araçlarından biridir. Türkiye'de anayasal ve yasal olarak garanti altına alınmış mali kurallar olmamakla birlikte, mali kural niteliğinde uygulamalar ve düzenlemeler söz konusudur.Bu çalışmada öncelikle mali kuralların ortaya çıkış süreci ele alınıp, mali kuralların temel özellikleri, düzenlenme yöntemleri ve mali kural türleri incelenmiştir. Ardından çeşitli ülkelerde uygulanan mali kurallar açıklandıktan sonra ülkemizde mali kurala ilişkin yapılan çalışmalara yer verilmiştir.
Voluntary financial politics that started to be applied with Keynes' thinking in 1930s gave its place to financial rules in the late 20th century. Wıth 1960' and 1970s, European States had plunged into a quest and 'public choice and constitutional economics' approach became a current issue.Financial rules designed as the restrictions on financial policy instruments and including a variety of different different definitions have aroused interest for over two decades. Financial rules are one of the basic instruments of assuring stability. There are not financial rules that are protected by law or constitution in Turkey, but regulations and applications that have the characteristics of a financial rule.In this study the process during which financial rules emerged is handled, and the key features of financial rules and its types and regulating procedures are analyzed. Then the studies as regards financial rules are examined after the financial rules that are implemented in other countries have been explained.
