| dc.description.abstract | Avrasya Birliği Projesi, Kazakistan Cumhurbaşkanı tarafından 1994'te A. Lomonosov Moskova Devlet Üniversitesi'nde ortaya atılan bir tasarıdır. Avrasya Birliği, tüm Avrupa ve Asya kıtasını kapsayan bir büyük projedir. Bu projenin ortaya atılmasından itibaren Kazakistan ile diğer komşu devletler tarafından birtakım girişimlerde bulunulmuştur.Avrasyacılık, ilk olarak 1920'lerde Rus sürgünler tarafından Sofya'da ortaya atılan felsefi bir akımdır. Sözü edilen akım, 1920'lerde anti-Bolşevik bir hareket olarak ortaya çıkmıştır. Tekâmül ettiği süre zarfında ise giderek Marksizm'in Sovyet yorumuna yakınlaşmıştır. 1920'lerdeki Klasik Avrasyacılık ile 1990'lardaki Yeni Avrasyacılığı bağlayıcı köprü olarak değerlendiren L. N. Gumilev bu fikri 1980'lerde yeniden canlandırmıştır. Avrasyacılık, günümüz Rusya'sının ideolojisinin oluşumunda önemli rol oynamıştır.SSCB'nin çöküşünden sonra Yeni Avrasyacılar ortaya çıkmıştır. Bu dönemde Rusya, diğer süper güçlere karşı koyabilmek amacıyla Avrasyacılık akımını tekrar ele almıştır. Bu yaklaşım Rusya'da Putin'in iktidara gelişi ile iyice canlanmıştır. Rusya dışında Avrasyacılık girişimi Orta Asya ülkelerinden Kazakistan'da ilgiyle takip edilmiştir. Kazakistan Cumhurbaşkanı N. Nazarbayev 1994 yılında, muhalefete rağmen, ?Avrupa Birliği?ne benzeyen ?Avrasya Birliği? projesini ortaya atmıştır. Bu bağlamda; ekonomi, güvenlik, enerji, seyahat, taşımacılık, gümrük, eğitim, sağlık, işgücü gibi alanlarda entegrasyon girişimlerinde bulunmuştur. Avrasya Birliği projesi SSCB'nin çöküşünden sonra oluşan ekonomik krizi ortadan kaldırmak amacıyla geliştirilen bir projedir.Bu çalışmada, Kazakistan siyasetçilerinin Avrasya Birliği'ne yönelik yaklaşımları analiz edilmiştir. Tezin birinci bölümünde Avrasya ve Avrasyacılığın tarihsel gelişimi, ikinci bölümünde Avrasya Birliği'ne yönelik Kazakistan siyasetçilerinin yaklaşımları, üçüncü bölümünde ise Avrasya Birliği doğrultusunda Kazakistan'ın komşu ülkelerle olan girişimleri ele alınmıştır. Sonuç olarak Avrasya Birliği projesinin nasıl ortaya çıktığı ve bu sürecin nasıl işlediği gösterilmeye çalışılmıştır. | tr_TR |
| dc.description.abstract | The Eurasian Union Project is a concept that was put forward by the President of Kazakhstan in 1994 at the A. Lomonosov Moscow State University. The Eurasian Union is a huge project that encompasses all of Europe and the continent of Asia. From the time that this project was conceived to the present time, Kazakhstan and other neighboring countries have proposed a number of initiatives.Eurasianism is a philosophical thought initially posited by Russian emigrants in Sofia in the 1920s. This thought began as an anti-Bolshevik movement in the 1920s. It evolved gradually until it approached the status of Marxisms Soviet interpretation. L. N. Gumilev, who is considered a bridge between the Classic Eurasianism of the 1920s and the Neo-Eurasianism of the 1990s, resurrected and revitalized these ideas in the 1980s. Eurasianism plays an important role in the formation of current Russian ideology.After the collapse of the Soviet Union, Neo-Eurasianist began to emerge. During this period, Russia adopted the Eurasianist movement as a way to contravene against the other superpowers. This approach was further enlivened in Russia by Putins coming to power. Outside of Russia, the Eurasianist venture was followed with great interest by Kazakhstan in Central Asia. The Kazakhstan President N. Nazarbayev proposed in 1994, in spite of opposition, a Eurasian Union patterned on the European Union.In this context, various efforts were made toward integration in areas such as the economy, security, energy, travel, transport, customs, education, health services and the labour force. The Eurasian Union project was developed as a project with the goal to alleviate the economic crisis following the collapse of the Soviet Union.In this study, various Kazakh politicians approaches toward the Eurasian Union are analyzed. In the first chapter of the thesis, the historical development of Eurasia and Eurasianism is addressed. In the second chapter, Kazakhstans politicians approaches toward the Eurasian Union is treated. In the third chapter, Kazakhstans initiatives with its neighbor countries in accordance with the Eurasian Union is covered. Finally, an attempt is made to show how the Eurasian Union project came about and how its development proceeded. | en_US |
