Abstract
Bu çalışmada modern devletlerin kuruluşu ile aynı döneme rastlayan, polis kurumunun ortaya çıkış sürecini incelemek amaçlanmıştır. Modern devlet ve polis kurumunun ortaya çıkış sebepleri arasındaki ilişki açıklanmaya çalışılmıştır. Bu çalışma Anglosakson ve kıta Avrupası polis sistemlerinin birbirinden temelde bir farklılık gösterdiği hipotezinden yola çıkar. Aslıda modernleşme sürecini yaşayan bu ülkelerin sahip olduğu polis sistemleri arasındaki farklılıklar ekonomik, uluslar arası ilişkiler ve iç entegrasyon süreçlerine bağlı olarak incelenmiştir. Bu konunun sosyolojik olarak incelenmesinin modern devletin kuruluşu ile aynı döneme rast gelen “polis devleti sürecine daha iyi bir açıklama getirilmesi amaçlanmıştır. Çalışmanın sonunda polis pratikleri ile devletlerin ekonomik, uluslar arası ve iç bütünleşme süreçleri arasında bir ilişki olduğu sonucuna varılmıştır. Çalışma sonucunda nispeten daha zor ekonomik, iç bütünleşme ve uluslar arası koşullar yaşayan kıta Avrupası ülkelerinde polisin ekonomik alanı dahi kapsayan müdahaleci bir kurum haline geldiği; diğer taraftan erken dönemlerde iç bütünleşmesini tamamlayan, stratejik olarak dış tehditlerden uzak olan ve kurduğu meclis yolu ile ekonomik problemlerini çözmek için bir yöntem geliştiren İngiltere’de, polisin suçun önlenmesi ve araştırılması ile sınırlandırıldığı gözlemlenmiştir.
In this study it is aimed to investigate the coming out process of the police institutions which happens at the same time with the beginning of the modern states. It is tried to reach an explanation about the relations between the processes which necessitated the setting up of police institutions and modern states. This study starts from the hypothesis that the Anglo-Saxon and constitutional states have fundamentally different police institutions and administrative systems. And the In fact the causes of different police institutions in this states which experiences modernization processes are investigated in the economic, international, and domestic integration processes of the states. By researching sociologically it is expected to bring a better explanation of the “police state” process which took place at the same time with the constitution of modern states. At the end of the study, it is concluded that there is a connection between the police practices and the economic conditions, international relations and domestic integration processes. It is observed that while in the continental states which had had a relatively hard economic, international and integration processes, the police became an interventionist institution even in the area of economy; on the other side in England which maintained domestic integration early times and strategically free from threat of war and find a solution of economic problems through a council, the police was confined to detection and prevention of crimes.
