Abstract
Marmara Denizi Boğazları tarih boyunca devletlerin ve orduların ilgi odağı olmuş, Boğazlar'ı elinde tutan güçler, tarihsel olarak büyük jeostratejik üstünlüğe sahip olmakla birlikte, bu üstünlüğün doğal bir sonucu olarak diğer devlet güçlerinin sürekli tehdidi altında yaşamak zorunda kalmıştır. Bu çalışmada Marmara Denizi Boğazları'nın hukuki statüsü tarihsel bir süreç içerisinde ele alınmaktadır. Çalışmada Boğazlar'ın konumu ve önemi coğrafi olarak, jeopolitik bakımdan ve ayrıca jeostratejik bakımdan irdelenmekte, İstanbul'un Osmanlı İmparatorluğu'nca alınışı öncesinden, İmparatorluğun dağılmasına yol açan Birinci Dünya Savaşı sonuna değinki sürece kadar ele alınmaktadır. Çalışmada ayrıca Boğazlar'ın hukuki statüsü, Türkiye Cumhuriyeti'nin egemenliği süreci içerisinde irdelenmektedir. Türk Boğazları, tarih boyunca bölge ülkeleri için Karadeniz'in dünya denizleri ile irtibatını sağlayan tek deniz yolu olması nedeniyle önemini muhafaza etmiş ve etmektedir. Bir yarımada devleti sayılabilecek Türkiye'ye Akdeniz ve Ege Denizi'ndeki devletler ile nehir ve kanallarla Karadeniz'e çıkışı olan devletlere yapılacak deniz ulaşımını kontrol etme olanağı veren Boğazlar, Türkiye'nin ulusal, siyasi ve iktisadi birlik ve bütünlüğü ile güvenliği ve savunmasının da yaşamsal noktalarından birini oluşturduğu bu çalışma ile bir kez daha doğrulanmaktadır.
The straits of the Marmara Sea have been focused by states and armies along the history, and the powers that grasped these straits were threatened by other states as a result of the geo-strategic superiority they possesses for having hold of the Straits. In this dissertation legal status of the Marmara Sea Straits are gone through along a historical perspective. The location of the Straits are analyzed from geographical, geopolitical and geo-strategic points of view, while the state of the Straits are analyzed with respect to their status before, during and after the Ottoman Empire period, including fundamental historical cornerstones related to Ottoman history as well as European and Asian historical developments in time. Moreover, the legal status of the Straits during the time that they were and are possessed by the Republic of Turkey is gone through in this dissertation. Also known as the Turkish Straits, Marmara Straits have thus far preserved their importance for they make the only seaway for countries for countries neighboring the Black Sea. The Straits give Turkey, which is a peninsula state, the potential to control the seaways of countries neighboring Black Sea, while at the same time make up a vital point for the country?s political, economic unity and safety as is verified once by this dissertation as well.
