Abstract
Kentleşme olgusu, sanayileşme ve aşırı nüfus artışının doğal bir sonucu olarak karşımıza çıkmaktadır. Toplam nüfusunun artışına oranla yüksek kentleşme hızına sahip olan Türkiye'de, ülke nüfusunun önemli bir bölümü son elli yılda kentlere akmıştır. Tarım alanına makinenin girmesiyle birlikte kırsal alanlarda açığa çıkan iş gücü, hızlı nüfus artışı ve toprağın parçalanması, kentin de çekiciliğiyle birleşerek hızlı bir kentleşme sürecinin yaşanmasına neden olmuştur. Kentleşme, demografik, ekonomik ve sosyo-kültürel bir değişimi ifade etmektedir. Demografik anlamda nüfusun kırsal alanlardan kente göç etmesi iken, ekonomik anlamda, nüfusun başta sanayi olmak üzere, tarım dışı faaliyetlere kaymasıdır. Sosyo-kültürel anlamda ise, bir kültür değişmesi olarak nitelendirebileceğimiz kentleşme, kentleşen nüfusun kentin normlarını ve yaşayış biçimini bir tarz olarak kabullenmesi, benimsemesi, fiziksel davranışsal olarak da kentle uyum içerisinde yaşaması yani “kentlileşmesi” anlamına gelmektedir. Büyük nüfus yığılmalarının gerçekleştiği kentsel alanlarda sorunlarda beraberinde gelmektedir. Ekonomik, politik, sosyo-kültürel ve çevresel sorunların çözülmemesi ve nüfusun gereksinmelerinin karşılanmaması ya da savsaklanması, sistem içinde patlamaya hazır gerilimlerin doğmasına suç ve suçluluk olgusunun ortaya çıkmasına, niteliksel ve niceliksel olarak çeşitlenmesine ve artmasına neden olmaktadır. Bu çalışmada kent, kentleşme ve kentlileşme olgularına değinilmiş, kentleşmenin, kentlileşme sürecinde ortaya çıkan demografik yapıdaki değişimin, kent merkezlerinde suç olgusuna niteliksel ve niceliksel anlamda etkilerini, Bursa ili merkez ilçelerinde polis sorumluluk bölgesinde meydana gelmiş faili belli suç istatistikleri karşılaştırılarak kentlileşme ve suç olgusu bağlamında bir bakış açısı kazanmak amacıyla yapılmıştır.
The concept of urbanization appears as a natural outcome of industrialization and upsurge in population. In Turkey, where there is excessive urbanization in comparison with the increase in population, an important part of the country population has moved to cities. The labor force that came out with the use of machines in agricultural areas, upsurge in population and the division of the land, together with the appeal of the city, have caused a rapid urbanization process. Urbanization implies a demographic, economic and socio-cultural change. In the demographic sense, it is the migration of the population from rural areas to the cities whereas in the economic sense it is the shift of the population to the activities, mainly industry, other than agriculture. In the socio-cultural sense, however, urbanization which can be qualified as a change in culture means the acceptance and adoption of the norms and life style of the city by the urbanized population as a form and that they live in harmony with the city physically, that is their “becoming urbanized”. In the urban areas where there is mass population accumulation this situation brings problems along. The fact that economic, political, socio-cultural and environmental problems are not solved and the needs of the population are neglected or not met causes the appearance of tensions ready to explode in the system, the emergence of crime and the concept of criminality, its diversity and increase both in quality and in quantity. This study throws a light on the city, urbanization and becoming urbanized concepts. It investigates the effects of urbanization and the change in the demographic structure that appears in urbanization process on the concept of crime both in quality and in quantity. It aims to acquire a point of view in the context of urbanization and concept of crime by comparing the crime statistics of the crimes with known agents in the police precincts in the districts of Bursa.
