Strateji uygulamalarının stratejik planlama ile örgütsel performans arasındaki ilişki üzerine aracılık etkisi: Kamu hastanelerinde bir araştırma

Abstract

Bu çalışmada, “stratejik planlamanın örgütsel performans üzerinde herhangi bir etkisi var mıdır?” sorusuna cevap aranmıştır. İlaveten; stratejinin uygulanmasının, stratejik planlama ile örgütsel performans arasındaki ilişkiye aracılık etkisinin olup olmadığı da araştırılmıştır. Bu bağlamda, Türkiye’de faaliyet gösteren 328 kamu hastanesinde görev yapan orta ve üst düzey yöneticilerden toplanan anketler analize tabi tutulmuştur. Toplanan veriler araştırma modeli kapsamında SPSS ve AMOS programlarıyla analiz edilmiş olup, araştırma hipotezlerinin testi için “Yapısal Eşitlik Modellemesi (YEM)”kullanılmıştır. Elde edilen bulgular, kamu hastanelerinde stratejik planlama düzeyinin, stratejik uygulama düzeyi üzerinde istatistiksel olarak anlamlı ve pozitif etkisinin olduğunu, benzer biçimde, stratejik planlama düzeyinin örgütsel performans üzerinde pozitif ve anlamlı etkisinin olduğunu ortaya koymaktadır. İlaveten bulgular, kamu hastanelerinde stratejik uygulama düzeyinin stratejik planlama düzeyi ile örgütsel performans arasındaki ilişkide aracılık etkisinin olduğunu da göstermektedir. Çalışmanın, stratejinin uygulanması değişkenini denkleme katarak ve de örgütsel performansı dört boyut üzerinden ele alarak yazına mütevazi bir katkı sağlayacağı umulmaktadır.This study sought answers to the questions about whether strategy implementation has an impact on strategic planning and organizational performance or not and if it has, on what dimensions of organizational performance of public hospitals the aforementioned strategy implementation is most effective. In addition, the study examined whether strategy implementation has an mediating impact on the relationship between strategic planning and organizational performance or not. In this context, some analyses were performed on the basis of surveys acquired from mid and top level managers who carry out their duties in 328 public hospitals operating in Turkey. The data acquired were analyzed via SPSS and AMOS programs within the scope of the research model. “Structural Equation Modelling (SEM)” was used for testing the hypotheses specified in the study. The findings revealed that strategic planning level in public hospitals had a positive and significant impact on strategic implementation level. Additionally, strategic planning level had a positive and significant impact on organizational performance. The findings also demonstrated that strategic implementation level in public hospitals had a positive and significant impact on organizational performance. Additionally, strategic implementation level had an mediating impact on the relationship between strategic planning level and organizational performance in public hospitals. As the study evaluated organizational performance of public hospitals on the basis of four types of dimension, the sector chosen for the study analysis was different and the literature mainly discusses strategic planning and organizational performance rather than strategic implementations, and the study hypotheses were tested with SEM, the study is believed to be different from other relevant studies and at this point, may make both humble theoretical and methodological contributions to the relevant literature.
