Sürdürülebilir turizm yaklaşımı ile Bursa turizminin değerlendirilmesi

Abstract

Bu doktora tez çalışmasında sürdürülebilir turizm, dinamik bir süreç olarak değerlendirilmekte ve bu karmaşık sistemin çalışma alanı özelinde anlaşılması amaçlanmaktadır. Konunun çok yönlülüğü, turizm araştırmalarında güncel bir konu olarak yer alması ve sektörel karşılığının bulunması, mevcut yapının iyileştirilmesi ve alternatif bir çözüm yaklaşımı geliştirilmesinde etkilidir. Söz konusu etkisi ve öneminden dolayı çalışmamızda sürdürülebilir turizm göstergeleri yardımıyla aktör gruplarından bilgi toplanmıştır. Göstergeler bir topluluğa, işletmeye, destinasyona ve ülkeye sürdürülebilir turizm hedeflerini belirleme ve önceliklendirmede yardımcıdır. Çalışmamız özelinde de sürdürülebilir turizm gösterge, kriter ve ilkelerinden turizmin niteliği ve anlamını anlamak için yararlanılmıştır. Bu doğrultuda turizmin aktör grupları üzerindeki etkisi ve anlamı sorgulanmıştır. Görüşme, gözlem ve doküman analizi ile toplanan verilerin analiz edilmesi ile çalışmada turizmin bir insan faaliyeti olduğu ve bu nedenle insan faktörünün sürdürülebilir turizmdeki rolünün anlaşılmasının önemli olduğu sonucuna varılmıştır. Bu bağlamda sürdürülebilir turizm göstergelerinin yalnızca ölçme ve değerlendirme aracı olmadığı, anlamak için de etkili araçlar olduğu ortaya konulmuştur. Doktora tez çalışması nitel bir araştırma olarak tasarlanmıştır. Belirlenen 7 örneklem alanında 55 katılımcı ile görüşme yapılmış, görüşme dökümleri MAXQDA yazılımı ile analiz edilmiştir. 3809 kodlama yapılarak örüntüler tespit edilmiştir. Ham verinin ne anlattığını anlayabilmek için içerik ve betimsel analiz yapılmıştır. Bu sayede turizme katılan, turizmden etkilenen ve turizmi etkileyen tüm aktörlerin sesine yer verilmiştir. Eylem ve söylem arasındaki ilişkiyi anlamak için gözlemler yapılmış, katılımcıların anlatımlarındaki güçlü ayrıntıları doğrulamak için dokümanlardan (kurumların faaliyet raporları, turizm strateji ve eylem planları, izleme ve ölçme raporları gibi belgeler) yararlanılmıştır. Analiz bulgularımıza göre en fazla vurgu yapılan başlık, sürdürülebilir yönetim ve sosyo-ekonomik sürdürülebilirliktir. Hem doküman hem de aktör görüşmelerindeki örüntülerde de aynı sonuca ulaşılmıştır. Ancak kodların birlikte oluşma modeli ve vurgu kapsamı, uygulamaların çıktılarının her zaman olumlu olmadığını göstermektedir. Sonuç olarak sürdürülebilir turizmin başarılı bir şekilde uygulanabilmesi için toplulukların kavramı kavrayışına dikkat çekilmiş, yukarıdan aşağıya şekillenen sürdürülebilirlik söylemlerinin, aşağıdan yukarıya bir modelle başarılı olacağı ifade edilmiştir.In this doctoral thesis, sustainable tourism is evaluated as a dynamic process and this complex system is examined comprehensively in the field of study. The multidimensionality of the subject, its position as a current topic in tourism research, and its relevance to the sector play a crucial role in improving the existing structure and developing an alternative solution approach. Due to its impact and importance, data were collected from stakeholder groups in our study through the use of sustainable tourism indicators. These indicators assist communities, businesses, destinations, and countries in identifying and prioritizing sustainable tourism goals. Specifically, in our study, sustainable tourism indicators, criteria, and principles were employed to comprehend the nature and meaning of tourism. In this context, the impact and significance of tourism on stakeholder groups were examined. The analysis of the data obtained from documents, interviews, and observations has concluded that tourism is a human activity, and therefore, understanding the role of the human factor in sustainable tourism is crucial. In this context, our study has demonstrated that sustainable tourism indicators are not only tools for measurement and evaluation but also effective means for understanding. The doctoral dissertation was designed as a qualitative research study. Interviews were conducted with 55 participants across 7 selected sample areas, and the transcripts were analyzed using MAXQDA software. A total of 3,809 codes were generated, revealing patterns. To understand the meaning of the raw data, content and descriptive analyses were performed. In this way, the voices of all stakeholders involved in tourism, affected by tourism, and influencing tourism were represented. Observations were conducted to understand the relationship between action and discourse, and documents (such as institutional activity reports, tourism strategy and action plans, and monitoring and evaluation reports) were used to verify the detailed accounts provided by participants. Our analysis findings reveal that the most prominently emphasized theme is sustainable management and socio-economic sustainability. This conclusion is corroborated by patterns identified in both the documents and stakeholder interviews. However, the co-occurrence model of the codes and the scope of emphasis suggest that the outcomes of these practices are not uniformly positive. As a result, it was emphasized that for sustainable tourism to be successfully implemented, attention must be paid to the community’s understanding of the concept. Additionally, it was highlighted that top-down sustainability discourses would be more successful if applied through a bottom-up model.
