Lübnan'daki Maruni ve Dürzilerin siyasi mücadeleleri (1841-1845)

Abstract

XIX. yüzyıl Osmanlı Devleti için zor ve yorucu bir yüzyıl olmuştu. İmparatorluğun gelmiş olduğu nokta itibariyle mevcut sorunlara dair bir çözüm üretilemiyor, bulunan çözümler ise ya Osmanlı iç siyasetinde olumsuz yankı buluyor ya da Avrupalı devletlerin itirazlarına sebep oluyordu. İşte XIX. yüzyılda Osmanlı devlet adamlarının çözmek için adeta seferber oldukları sorunlardan biri de Lübnan sorunudur. Osmanlı hâkimiyetindeki Lübnan'da yaşayan Dürzî ve Marunî topluluklar arasında oluşan siyasi rekabet ve bunun çatışmaya dönüşen yansımaları Osmanlı iç siyasetinin temel uğraşılarından biri olacaktır. Dürzî ve Marunîlerin siyasi mücadeleleri Avrupalı devletlerin de olaya dâhil olmasıyla bir dış soruna dönüşecektir. Osmanlı Devleti hem bu sorunu çözmeye hem de yabancı devletlerin içişlerine karışmasına engel olmaya çalışacaktır. Bu çerçevede alınan önlemler ve Lübnan yönetimine getirilen "Kaymakamlık Sistemi" Osmanlı idare tarihinde önemli bir yere sahiptir.

The 19th century had became difficult and tiring for the Ottoman Empire. Due to the current state of the Ottoman Empire, the solution to the existing problems wasn't generated. The solutions which were found were causing either the objections of European States or the negative repercussions on the internal politics of the Ottoman Empire. One of the problem which Ottoman Empire's officials tried to solve was Lebanon problem in the nineteen century. The political competition between Maronites and Druze living under the Empire Ottoman's sovereignty in Lebanon and the repercussions of this conflict will be the main occupation for the Ottoman Empire. The Europen States get involved in the political struggles of the Maronites and Druze so that this struggle will become the external problem. The Ottoman Empire will try to both solve this problem by taking measures and prevent the interference of the foreign countries to their internal affairs. In this context, taken measures and "the Prefecture System" brought to the Lebanon's governing have an important palce in the history of the Empire Ottoman's administration.
