Türkiye'de siyasal sistem tartışmaları; parlamenter sistemin sorunlarına alternatif olarak yarı başkanlık sistemi

Abstract

Çağdaş demokrasilerin, demokratik siyasal sistemler arasında en çok tercih ettiği rejim türü parlamenter sistemdir. Türkiye Cumhuriyeti de parlamenter sistemi uygulayan ülkelerden biri olmakla beraber, bugüne kadar yaşamış olduğu siyasal krizler parlamenter sistemin artık Türkiye için uygulanabilir bir yönetim şekli olmadığını ortaya koymuştur. Bu çalışma parlamenter sistemin gerek yapısal sorunlarını, gerekse de ülkemizde uygulanması sonucu ortaya çıkan sorunları incelemektedir. Ayrıca Türkiye için parlamenter sistemin sorunlarından kurtulmak amacıyla alternatif bir model olarak; yarı başkanlık sistemini önermek amacıyla kaleme alınmıştır.The Parliamentary System is the most preferred type of regimes in democratic political systems among modern democracies. Although the Republic of Turkey is one of the countries implementing the parliamentary system, the political crises that ever lived have proved that the Parliamentary system is not an applicable form of government applied for Turkey. In This study, including the issues arising from the implementation our country, the structural problems of the parliamentary system are examined. Also, semi-presidential system has been drafted in order to propose an alternative model to get rid of the problems for Turkey's parliamentary system.
