Hudâvendi̇gâr vi̇lâyeti̇nde i̇pekböcekçi̇li̇ǧi̇ni̇n canlandırılmasında Düyûn-i Umûmi̇yye i̇daresi̇'ni̇n rolü

Abstract

19. yüzyılda Hudâvendigâr Vilayeti, Osmanlı Devleti topraklarında ipekböcekçiliği ve ipekçilik sektörünün en önemli merkezlerinden biridir. Avrupa'da yaşanan teknolojik gelişmelere ve taleplere bağlı olarak bu yüzyılda ipekçilik sektöründe önemli bir canlanma gözlenmiştir. Ancak 1860 yılı sonrasında ipekböceklerinde görülen hastalıklar sektördeki faaliyetleri durma noktasına getirince, Osmanlı hükümeti bu krizi çözmek için yoğun bir çaba içerisine girmiştir. Bir süre sonra Osmanlı Devleti'ne ait dış borçların yabancı alacaklılarca tahsili için Düyûn-ı Umumiyye İdâresi kurulunca, bu idare ipek öşrü gelirlerini toplama hakkını üzerine almıştır. Bu bağlamda gelirlerin artırılması yönündeki çabalar, ipekböcekçiliği sektörüne yön verecek ve sektörü yeniden canlandıracak yeni bir süreci başlatmıştır.The Role of the Ottoman Public Debt Administration in the Revival of Sericulture in Hudavendigar Province (pp. 905-950) In the 19th century, the Hudavendigar province was one the most important centers of sericulture and silk industry in The Ottoman Empire territories. Depending on the technological developments and demands taking place in Europe, a significant revival in silk industry was observed in this century. However, when the silk-worms diseases put the activities of the sector to a standstill after the year 1860, the Ottoman government entered into an intensive effort to solve the crisis. After a while, when Ottoman Public Debt Administration was founded to collect the debts belong to the Ottoman Empire by foreign payees, this administration got the right to collect the revenues from silk tithe. In this context, the efforts to increase the revenues initiated a new process that would guide the sericulture sector and revitalize the sector.
