Göç diplomasisi bağlamında Türkiye-Bulgaristan ilişkilerinin analizi (1923-1989)

Abstract

Soğuk Savaş sonrası dönemde meydana gelen olayların etkisiyle Uluslararası İlişkiler disiplini içerisinde birçok değişim yaşanmış olup değişime uğrayan unsurlardan birisi de göç olmuştur. Bu dönemde göç konusu "yüksek politika" konusu içerisinde ele alınmaya başlanmış ve bu durum disiplin içerisindeki göç çalışmalarının artmasını sağlamıştır. Bunun sonucunda göç konusuna ilişkin farklı bakış açıları geliştirilerek göç diplomasisi kavramı ortaya çıkmış ve daha sonra kavrama yönelik teorik çerçeve çizilerek kavram kuramsallaştırılmıştır. Çalışmada, on yılı aşkın süredir ortaya çıkmış olmasına rağmen literatürde kısıtlı ve genellikle son dönem ağırlıklı yapılan göç diplomasisi çalışmalarına retrospektif bir bakış açısı katmak amaçlanmıştır. Bu kapsamda jeopolitik konumu gereği dönem dönem azalsa da sürekli göç hareketlerine maruz kalan Türkiye ile dört farklı dönemde göç hareketinin yaşandığı ve Türk azınlığın en fazla yaşadığı devlet olan Bulgaristan ele alınacaktır. Vaka analizi olarak ele alınan çalışmanın temel parametreleri göç ve göç diplomasisi olarak ele alınacak olup bu doğrultuda literatürde yer alan farklı tanımlamalara yer verilerek iki parametre detaylı olarak açıklanacaktır. Bununla birlikte Türkiye ile Bulgaristan arasında yaşanan göç hareketleri, önce ikili ilişkiler daha sonra göç döneminde mevcut olan uluslararası konjonktür ile hem Türkiye hem de Bulgaristan açısından dönemin konjonktürel özellikleri ele alınarak iki devletin dış politika hedefleri belirlenecek böylece iki devletin dış politika hedefleri çerçevesinde göçü araçsallaştırarak göç diplomasisine başvurma durumu analiz edilecektir.

With the impact of the events that took place in the post-Cold War period, many changes have been experienced within the discipline of International Relations and one of the elements that has undergone change has been migration. In this period, the issue of migration started to be addressed within the subject of "high politics" and this situation led to an increase in migration studies within the discipline. As a result, the concept of migration diplomacy emerged by developing different perspectives on migration, and then the concept was theorised by drawing a theoretical framework for the concept. The study aims to add a retrospective perspective to migration diplomacy studies, which, although they have emerged for more than ten years, are limited in the literature and generally focused on the recent period. In this context, Türkiye, which has been subjected to continuous migration movements, albeit decreasing from time to time due to its geopolitical position, and Bulgaria, which has experienced migration movements in four different periods and where the Turkish minority lives the most, will be discussed. The basic parameters of the study, which is considered as a case study, will be considered as migration and migration diplomacy, and in this direction, the two parameters will be explained in detail by giving place to different definitions in the literature. In addition, the foreign policy objectives of the two states will be determined by considering the migration movements between Türkiye and Bulgaria, first bilateral relations, then the international conjuncture that existed during the migration period and the conjunctural characteristics of the period in terms of both Türkiye and Bulgaria, and thus the situation of resorting to migration diplomacy by instrumentalising migration within the framework of the foreign policy objectives of the two states will be analysed.
