'Güdümlü modernleşme' bir kıyaslamalı analiz İngiliz Muhipleri Derneği-Avrupa hareketi

Abstract

Batılı Toplumlar kimliklerini Batı Dışı Toplumlar üzerinden tanımlarlar. Bu tanımlama içinde Batı Dışı toplumlara yüklenen anlamlar onların ne olmadıkları ile ilgilidir. Batının sahip olduğu tüm özelliklerin dışında tutularak farklılıkları ortaya çıkarılan bu toplumlar için Batı gibi olmaları gerektiği bir söylem aracılığı ile kurulur. Bundan sonra Batı Dışı toplumlar için tek yol kalmaktadır ki o da tamamıyla Batılı değerlerin benimsenmesi. Bu ti Dışı Toplumların Batılılaşma çabalarında kendi geleneksel kodlarını Batılı normlara uydurmak adına bir dizi çabayı beraberinde getirir. Bu bağlamda, Osmanlı İmparatorluğu ve bugünün Türkiye'si benzer durumları ve sorunları yaşamıştır. İngiliz Muhipleri Derneği, Osmanlı İmparatorluğu'nda Mondros Mütarekesinden sonra İngilizlerin çatısı altında bir gelişimin söz konusu olabileceğini iddia etmişti. Türkiye Cumhuriyeti'nde Avrupa'nın ortaya koyduğu değerler benimsenmeksizin modern bir ülke olunamayacağı yolundaki düşüncede aynı söyleme sahiptir. Konun sorunsalı bu iki ayrı tarihsel durumun söylemlerinde ortaya çıkan söz konusu benzerlikleri ele almıştır.Western Societies define their identities over the Non Western Societies. In this definition, the meanings that the Non Western Societies have are connected with what they are not. The fact that they are required to be like west is provided by means of a discourse for the communities of which differences are introduced by being excluded from all the features that the west has. After this determination for Non Western Societies the only way is to adopt essentially Western values. This discourse brings some efforts along on behalf of adopting their traditional codes to Western norm in the endeavours of Non Western Societies to become westernized. In this context, The Ottoman Empire and Turkey have similar conditions and problems. The fact that, after the Armstice of Mondros the discourses of Anglo Phile Society which claimed that Ottoman Empire might go on provided that it would accept British dominance. The thought of not being able to be a modern country in Turkey without appropriating to Western value has got the same discourse. So, it's dealt with the similarities that are occured among the discourses of two historical situations.
