Bursa’da dezavantajlı gruplara yönelik kurulan Osmanlı vakıfları ve faaliyetleri

Abstract

Yüzyıllar boyunca şehirlerin inşası, barınma, sağlık, eğitim, ekonomi gibi pek çok alanda sosyal hayatın temelini inşa eden vakıflar, kamusal hizmetlerin aksamadan devam etmesini sağlamıştır. Osmanlı Bursa’sında vakıfların işlevi, hizmet alanları, toplumun refahına katkılarını konu alan bu çalışma giriş, iki bölüm ve sonuçtan oluşmaktadır. Tez çalışmasının birinci bölümünde; Osmanlı’nın ilk büyük başkenti olan Bursa’nın tarihine değinilmiş, kale şehir durumundayken Osman Gazi’den itibaren her padişah döneminde gelişimini sürdürüp, yüzyıllar içerisinde gelişimini tamamlayışından bahsedilmiş ve konumundan dolayı ticarî öneminin ekonomiye katkısı özetlenmiştir. Akabinde vakfın tanımı yapılmış, Osmanlı uygarlığının vakıf medeniyeti olarak tanımlanmasından bahsedilmiş, eğitim, siyaset, barınma, sağlık, şehirlerin inşası, sosyal sorunlar gibi birçok alanda vakıfların önemine değinilmiştir. Devamında sosyal bir müessese olan imaretlerde sunulan imkânlar ve bu imkânlardan istifade eden bireyler hakkında bilgiler verilmiş, imaret geleneği özetlenmiş, imaret çalışanları hakkında tarihsel kaynaklar kullanılarak özgün bilgiler takdim edilmiştir. İkinci bölümde; ıslahhane, dârüleytam, eytam kesesi, darülaceze, erâmilhane ve sıbyan mektebi gibi kurumların tanımı, işlevi, faaliyet alanları irdelenmiş; yoksul, güçsüz, kimsesiz, kolayca topluma adapte olamayan bireyler için sunulan hizmetlerden bahsedilmiştir.

The foundations in the Ottoman Empire, which built the foundations of social life in the fields of the construction of the cities, accommodation, heath services, education, ensured to continue the public services without a hitch. This research consists of the introduction, two sections and the results mentioning of the functions, service areas, and their contributions to the welfare of the society of the foundations of Ottoman Bursa. In the first section of the thesis; the history of Bursa which is the first great capital of the Ottoman Empire was discussed, when the castle was in the state of city, it was mentioned that it continued to develop in every sultan’s period since the reign of Osman Ghazi and completed its development over the centuries and, due to its location, the contribution of commercial importance to the economy was summarized. Afterwards, the definition of foundation was provided, it was mentioned that the Ottoman civilization was defined as a foundation civilization and the importance of foundations in different kinds of fields such as education, politics, accommodation, health, construction of cities, and social problems were mentioned. Moreover it was provided with information about the opportunities offered in almshouses, which are social institutions and individuals, who benefited from these facilities, almshouses tradition was summarized, and the original information about the employees of almshouses was presented by using historical sources. In the second section, the definitions, the functions, and the fields of activity of foundations such as Juvenil Reformatories, Orphans’ Home, Almshouse, and Infants’ School were analyzed; it was mentioned about the services offered to the poor, weak, and deserted individuals, who could not adapt to the society easily.
