Eğitim sürecinde denetim-verimlilik ilişkisi ve Polis Meslek Yüksekokulunda bir uygulama

Abstract

Bu araştırmanın amacı, Polis Meslek Yüksekokullarında yapılacak olan denetimlerin, eğitimde verimliliğe ne yönde katkı sağlayacağının ortaya konulmasıdır. Araştırmanın örneklemi, Erzincan Polis Meslek Yüksekokulunda görevli 28 Öğretim Görevlisinden oluşmaktadır. Bu araştırmada, araştırmacı tarafından geliştirilen bir anketle elde edilen veriler, istatistiksel biçimde analiz edilmiştir. Denetimin ilkeleri ve denetçiler konusunda bir değerlendirmeye gidilmiş, yapılan anket sonucunda, denetçilerin denetimin ilkelerine uyma konusunda kısmen yeterli oldukları anlaşılmıştır. Mesleki eğitimi haliyle önemseyip eğitimin genel ve özel amaçlarında belirlenen Eğitimin İlkelerini dikkate almadıkları, Öğretim Görevlilerinin görüşlerine başvurmadıkları belirlenmiştir. Denetimin eksik ve yetersizliklerinin standarda ve nesnel yöntemlere bağlanması gerektiği; yapılan genel denetimlerin eğitimin verimliliğinden çok, kanun, tüzük ve yönetmelik hükümlerine uyulup uyulmadığının belirlenmesiyle sınırlı kaldığı gözlemlenmiştir.

The aim of this research is to put forward the kind of contribution of the supervision in Police Community Colleges to productivity in education. The exemplary of the research consists of 28 lecturers working in Erzincan Police Community College. In this research, the data acquired by a questionnaire developed by the researcher have been analyzed statistically. Principles of the supervision and supervisors have been evaluated. As a consequence of the questionnaire, İt has been understood that supervisors are partially adequate on complying with principles of the supervision. It has been observed that as a matter of course attaching importance to professional education, supervisors ignore the principles of the education denned in general and private aims of education and they don't consult the lecturers, with the lecturers. It has been defined that inadequacy and deficiency of the supervision should be standardized and impoved by objective methods. General supervisions have been observed to be limited to define whether laws, regulations and bylaws are applied rather than defining the productivity in education.
