Orta Doğu'daki güvenlik sorunlarının bölgesel güvenlik yapılanmasına etkisinin analizi

Abstract

Bu çalışmada Orta Doğu bölgesinin güvenliği, uluslararası ilişkiler teorilerinin temel parametreleri altında analizi yapılmaya çalışılmıştır. Bölge sahip olduğu jeopolitik konumu, yer altı ve yer üstü kaynakları, din, etnisite ve kültürel pozisyonu ile dünya siyasi tarihinde her daim önemli bir yere sahip olmuştur. Bu bağlamda bilinen dünya tarihinde en fazla medeniyete ev sahipliği yapan bölge, insanlığın medeniyet beşiği olmuştur. Çalışmada ilk olarak güvenlik kavramının teorik altyapısı incelenmiş, uluslararası ilişkiler kuramlarının güvenliğe bakış açıları verilmeye çalışılmıştır. Orta Doğu bölgesinde güvenliğin farklı dönemlerde farklı teorilerin çizdiği çizgiye yaklaştığını söyleyebiliriz. Bölgenin sosyo-politik, ekonomik, etnik ve kültürel yapısını göz önüne aldığımızda herhangi bir uluslararası ilişkiler kuramının iddia ettiği güvenlik yaklaşımının uzun süreli olarak bölgede uygulanamadığını görmekteyiz. Dini, siyasi, ekonomik, etnik ve kültürel yönden homojen bir yapı sergileyemeyen bölge, üzerinde en fazla acı ve mutluluğun yaşandığı bölge olmuştur. Bu bağlamda bölge bazı yazarlarca kaynayan kazan, küresel güçlerin satranç tahtası, ateş çemberi gibi tabirlerle ifade edilmiştir. Çalışmada ayrıca Orta Doğu bölgesinde var olan güvensizliğin temel saikleri neden-sonuç ilişkisi içerisinde verilmeye çalışılmış, bölgenin geleceği hakkında öngörüler yapılmaya çalışılmıştır.

In this study, it is attempt to analyze security of the Middle East region under the basic parameters of the International Relations theories. The region has an important geopolitical position, underground and overhead resources, religion, ethnicity and cultural position, and an important place in world political history. In this context, the region that hosts the greatest number of civilizations in the known world history has been the civilization of mankind. In the study, firstly the theoretical sub-structure of security concept was examined and tried to give perspective of security aspects of international relations theories. We can say that in the Middle East region, security comes closer to the line drawn by different theories at different times. When we consider the socio-political, economic, ethnic and cultural structure of the region, we can see that the security approach claimed by any international relations theory can not be applied to the region for a long time. The region, which can not exhibit a homogeneous structure in religious, political, economic, ethnical and cultural aspects, has been the region where suffering and happiness are experienced the most. In this context, the region has been described as boiler boiling, chess board of global powers, fire circle by some authors. Also in the study, the main motives of insecurity in the Middle East region were tried to be given within the cause-effect relationship, and an attempt was made to make predictions about the future of the region.
