İktidarın ihtilaflı tanımları: Jakoben güç olarak iktidar düşüncesi vs stratejik güç olarak iktidar düşüncesi

Abstract

Bu yüksek lisans tezi, sosyal bilimlerin merkezinde yer alan ancak en tartışmalı kavramlarından biri olan "iktidar" mefhumunu kapsamlı bir analize tabi tutmayı amaçlamaktadır. Çalışma, insanın ötekiyle kurduğu her türlü ilişkinin temelinde yatan iktidar dinamiklerini, felsefi, sosyolojik ve tarihsel bir perspektiften ele alarak kavramın bir soy kütüğünü çıkarmayı denemektedir. Niteliksel ve yorumlayıcı sosyal bilim geleneğine dayanan bu tez, iktidar kavramını belirli bir zamana veya bilme biçimine hapsetmek yerine, onun dinamik ve tarihsel karakterini vurgulayan bir yaklaşım benimsemektedir. Tez, ilk olarak kavram felsefesi üzerinden düşüncenin araçlarını sorgulamakta, ardından bir kavram olarak iktidarın muhtelif tanımlarını ve bu tanımlar arasındaki ihtilafları incelemektedir. Daha sonra ise bir soykütük denemesinde bulunarak Antik Yunan’dan Modern Dönem’e uzanan tarihsel bir yolculuk üzerinden iktidar anlayışlarındaki dönüşümlerin izini sürmektedir. Bu tarihsel ve analitik birikimin sonucunda çalışma, iktidarı anlamak için iki temel paradigma önermektedir: Gücü merkezi, ele geçirilebilir ve baskıcı bir mekanizma olarak gören geleneksel “Jakoben İktidar” ve gücü toplumsal dokuya sızmış, üretken ve ilişkisel bir stratejiler ağı olarak kavrayan modern “Stratejik İktidar”. Bu ayrım, tezin literatüre sunduğu temel analitik araç olup, günümüzdeki karmaşık tahakküm, denetim ve direniş biçimlerini anlamak için yeni bir zemin sunmaktadır. Çalışma, iktidar ağının bir ‘dışı’ olup olmadığı sorusuyla son bulurken, bu kavramsal çerçevenin önemini ve işlevselliğini vurgulayarak tamamlanmaktadır. Nihayetinde bu tez, iktidara dair nihai bir tanım sunmaktan ziyade, onu düşünme ve analiz etme biçimlerimize dair eleştirel bir katkı sağlamayı hedeflemektedir.This Master's thesis aims to conduct a comprehensive analysis of the concept of "power," which is central to the social sciences, yet one of its most controversial concepts. The study seeks to construct a genealogy of the concept by examining the power dynamics underlying all forms of human relationships with the 'other' from a philosophical, sociological, and historical perspective. Grounded in the tradition of qualitative and interpretative social science, this thesis adopts an approach that emphasizes the dynamic and historical character of the concept of power, rather than confining it to a specific time or mode of knowing. The thesis first questions the tools of thought through the philosophy of concepts, then examines the various definitions of power as a concept and the conflicts between them. Subsequently, by attempting a genealogy, it traces the transformations in the understandings of power through a historical journey from Ancient Greece to the Modern Era. As a result of this historical and analytical accumulation, the study proposes two fundamental paradigms for understanding power: the traditional "Jacobin Power," which views power as a central, capturable, and repressive mechanism, and the modern "Strategic Power," which conceives of power as a productive and relational network of strategies permeating the social fabric. This distinction is the fundamental analytical tool the thesis offers to the literature, providing new ground for understanding contemporary forms of complex domination, control, and resistance. The study concludes with the question of whether an 'outside' to the network of power exists, finalizing its argument by emphasizing the importance and functionality of this conceptual framework. Ultimately, this thesis aims not to offer a definitive definition of power, but rather to provide a critical contribution to our ways of thinking about and analyzing it.
