Kadın meclislerinin kent konseylerindeki etkisi ve temsili: Bursa Kent Konseyi ve Nilüfer Kent Konseyi incelemesi

Abstract

Kent konseyi kadın meclisleri, kadınların yerel yönetimlerdeki katılımını, toplumsal cinsiyet eşitliğini güçlendiren ve yerel yönetişimin uygulanmasında önemli mekanizmalardır. Bu çalışmada, kadın meclislerinin kent konseyleri içindeki etkinliği, temsili ve kadın temelli alınan kararları Bursa Kent Konseyi ve Nilüfer Kent Konseyi örnekleri üzerinden incelenmiştir. Araştırma, kent konseyi kararlarında kadınlarla ilgili kararlara ne ölçüde yer verildiğini, kadın meclislerinin çalışmaları üzerinden aktifliğini ve bu süreçlerin toplumsal cinsiyet eşitliğine katkısını değerlendirmeyi amaçlamaktadır. Bu amaç doğrultusunda nitel araştırma yöntemlerinden doküman analizi, içerik analizi ve tematik analiz kullanılmıştır. İlgili kent konseylerinin belirli yıllara ait karar tutanakları, faaliyet ve çalışma raporu incelenerek, kadınlarla ilgili kararların içeriği, niteliği ve yıllara göre değişimi analiz edilmiştir. Veriler önce betimsel istatistiklerle değerlendirilmiş, ardından detaylı kodlama ve tema oluşturma süreçleriyle tematik bir analize tabi tutulmuştur. Araştırma sonuçları, kadınların kent konseylerindeki temsili ve karar alma süreçlerindeki etkisinin sınırlı olduğunu göstermektedir. Kadın meclislerinin daha etkin hale getirilmesi durumunda, alınan kararların toplumsal cinsiyet eşitliği açısından daha güçlü bir etkiye sahip olacağı tespit edilmiştir. Bu bağlamda çalışma, kadınların karar alma süreçlerindeki rollerine dair farkındalığı arttırmayı ve toplumsal cinsiyet eşitliğine katkı sunmayı hedeflemektedir.

Women's assemblies of the city council are important mechanisms for strengthening women's participation in local governments, gender equality and the implementation of local governance. In this study, the effectiveness of women's assemblies in city councils, representation and women-based decisions taken by Bursa City Council and Nilüfer City Council were examined through the examples. The research aims to assess the extent to which decisions related to women are included in city council decisions, the activity of women's councils through their work and the contribution of these processes to gender equality. For this purpose, document analysis, content analysis and thematic analysis were used as qualitative research methods. The decision minutes, activity and work reports of the relevant city councils for certain years were examined and the content, nature and changes in decisions related to women were analyzed according to the years. The data were first evaluated with descriptive statistics and then subjected to a thematic analysis with detailed coding and theme creation processes. The research results show that women's representation in city councils and their influence in decision-making processes are limited. It has been determined that if women's assemblies are made more effective, the decisions taken will have a stronger impact on gender equality. In this context, the study aims to increase awareness about the roles of women in decision-making processes and to contribute to gender equality.
