Sosyal belediyecilik anlayışının benimsenmesi: Bursa Büyükşehir Belediyesi örneği

Abstract

Sosyal belediyecilik, yerele yansımış sosyal devlet anlayışı olup sosyal devletin, vatandaşlarına sunmakla yükümlü olduğu sosyal politika anlayışına dayalı hizmetlere belediyelerin müdahil olmasıdır. Ancak sosyal belediyecilik, sosyal devlet olgusundan uzaklaşmak için araç değil, sosyal devletin yükünü alarak görevlerini yerine getiren ve sosyal hak anlayışını benimseyerek toplumdaki dezavantajlı gruplara tarafsız hizmet veren bir yaklaşımdır. Sosyal bütçe de sosyal devletin en önemli araçlarından biridir. Teorik anlamda altyapısını yaşam kalitesi oluşturur ve yasalarla desteklenir. Devletler bazı kriterleri de kullanarak vatandaşlarının ihtiyaçları doğrultusunda sosyal bütçeyi hazırlamalı ve vatandaşların yaşam kalitesini arttırmak için kullanmalıdır. Dolayısıyla sosyal bütçe, sosyal belediyeciliğin benimsenme düzeyinin en temel göstergesidir. Çalışmada Bursa Büyükşehir Belediyesinin sosyal belediyecilik anlayışını ne kadar benimsediği performans esaslı bütçeleme sisteminden yola çıkılarak incelenmektedir. Bu kapsamda 2006-2019 dönemine ait 3 stratejik plan ve bu planlara ilişkin performans programları ile faaliyet raporlarındaki dezavantajlı gruplara yönelik performans hedef ve gerçekleşmeleri değerlendirilmektedir.

Social municipalism is the understanding of the social state reflected in the local administrations and municipalities It is the participation of municipalities in services based on the social policy understanding that the social state is obliged to provide to its citizens. However, social municipalism is not a tool to get away from the social state phenomenon, but it is an approach that fulfills its duties by taking the burden of the social state and adopts the understanding of social rights and provides neutral service to disadvantaged groups in the society. Social budget is one of the most important tools of the social state. Theoretically, its infrastructure creates quality of life and is supported by laws. States should prepare the social budget in line with the needs of their citizens using some criteria and use them to improve the quality of life of the citizens. Therefore, the social budget is the basic indicator of the level of social municipality adoption. In this study, the extent to which Bursa Metropolitan Municipality adopts the concept of social municipality is examined based on the performance-based budgeting system. In this context, 3 strategic plans for 2006-2019 period and performance programs related to these plans and performance targets and realizations for disadvantaged groups in the annual reports are evaluated.
