William Petersen’ın göç teorisi çerçevesinde Afganistan’dan Türkiye’ye göç

Abstract

Bu tez, Afganistan’dan Türkiye’ye yönelen göç hareketlerini William Petersen’ın göç teorisi çerçevesinde analiz etmeyi amaçlamaktadır. Çalışma kapsamında öncelikle göç kavramı ve Afgan göçmenlerin hukuki statüsü ele alınmış, ardından Afganistan’daki sosyo-politik koşullar, Türkiye’ye yönelik göçün tarihsel gelişimi ve Türkiye’nin göç politikaları incelenmiştir. Petersen’ın göç tipolojisi, göçü çok boyutlu ele aldığı için Afganistan-Türkiye göçünde kuramsal çerçeve olarak seçilmiştir. Araştırmada nitel analiz yöntemi kullanılmış; Göç İdaresi, UNHCR, IOM gibi kurumların istatistiksel raporları, saha çalışmaları ve medya kaynaklarından elde edilen veriler kullanılmış, ayrıca akademik literatür ve resmi belgeler de analiz edilmiştir. Bulgular, Afgan göçünün tek nedene indirgenemeyecek ölçüde çok boyutlu olduğunu; güvenlik, ekonomik, sosyal ve bireysel motivasyonların iç içe geçtiğini ortaya koymaktadır. Türkiye’nin Afgan göçüne yaklaşımında ise düzensiz göç riski ve güvenlik belirleyici olmuştur. Çalışma, Petersen’ın teorisinin söz konusu karmaşık göç dinamiklerini anlamada işlevsel olabileceğini göstermektedir. Ayrıca, hem Afgan göçmenlerin motivasyonlarını hem de Türkiye’nin göç politikalarını daha sistematik biçimde değerlendirmeye olanak tanıdığı düşünülmektedir.This thesis aims to analyze migration flows from Afghanistan to Turkey within the framework of William Petersen’s migration theory. The study first addresses the concept of migration and the legal status of Afghan migrants, then examines the socio-political conditions in Afghanistan, the historical development of migration to Turkey, and Turkey’s migration policies. Petersen’s typology of migration has been chosen as the theoretical framework, as it allows for a multidimensional analysis of migration. The research employs a qualitative analytical method, drawing on statistical reports from institutions such as the Directorate General of Migration Management, UNHCR, and IOM, as well as field studies, media sources, academic literature, and official documents. The findings demonstrate that Afghan migration cannot be reduced to a single cause; rather, it is shaped by intertwined security, economic, social, and individual motivations. In Turkey’s approach to Afghan migration, irregular migration risks and security concerns have been decisive. The study shows that Petersen’s theory can be functional in understanding these complex migration dynamics. Furthermore, it suggests that the framework enables a more systematic evaluation of both the motivations of Afghan migrants and Turkey’s migration policies.
