Yerel yönetimlerde sosyal inovasyon ve demokratik katılım süreçleri

Abstract

Günümüzde yerel yönetimler çok sayıda yeni sorunla yüzleşmektedir. İklim krizi, göç, afetler, ekonomik zorluklar gibi problemler pek çok ülkede yerel yönetimlerin çalışmalarını derinden etkilemektedir. Bu güncel sorunlara daha önce kullanılan çözümlerle müdahale etmek yetersiz kalmaktadır. Gelişen teknoloji yardımıyla sorunların çözümünde çok daha efektif süreçler kullanmak mümkündür. Bu noktada sosyal inovasyon süreçleri ön plana çıkmaktadır. Sosyal etki odağında geliştirilen inovasyon temelli yaklaşımlar sosyal inovasyon olarak adlandırılmaktadır. Bu tanım ışığında yerel yönetimlerin yenilikçi yaklaşımlarının neredeyse tamamının bu kategoriye girdiği söylenebilir. Çünkü bir yerel yönetimin temel misyonu sosyal fayda üretmektir. Dolayısıyla üzerinde çalışılan teknoloji ve inovasyon odaklı süreçler desosyal fayda amacı çerçevesinde yapılandırılmaktadır. Sosyal sorunlara yönelik çözümler üretilmesi noktasında en kritik konu hedef kitlenin sorun ve ihtiyaçlarının eksiksiz ve net olarak tespit edilebilmesidir. Bu da ancak hedef kitlenin sürece dâhil edilmesi ile mümkündür. Dolayısıyla sosyal inovasyon odaklı yerel yönetim çalışmaları, ancak demokratik katılım ve aktif vatandaşlık süreçleri barındırdığında başarılı olabilecektir. Bu çalışmada dünya şehirlerindeki ve Türkiye’deki örneklerden hareketle, yerel yönetimlerde sosyal inovasyon uygulamaları incelenecek, bunların kent yönetimlerinde aktif vatandaşlık ve demokratik katılım süreçlerine nasıl etki ettiği araştırılacaktır. Öte yandan sosyal inovasyon süreçlerinin yapılandırılması konusunda mevcut örneklerden hareketle bir yöntembilimsel çerçeve çizilmesi hedeflenecektir. Ardından bu yöntembilimsel çerçeve ışığında Türkiye’deve gelişmekte olan birçok ülkede görülen sosyal sermayenin gizli etkisi kavramı açıklanacak ve buna sosyal inovasyon süreçleri aracılığıyla geliştirilen çözüm önerileri sunulacaktır.

Today, local governments face many new problems such as climate crisis, mass migration, disasters, and economic difficulties which deeply affect the work of local governments in many countries. The solutions of last decades are insufficient to deal with today’s problems. With the help of developing technology, it is possible to use much more effective processes to cope with urban challenges. Social innovation processes, defined as innovation-based approaches developed with a focus on social impact, shine as a perfect tool at this point. According to this definition, almost all of the innovative approaches of local governments fall into this category. Because the main mission of a local government is to produce social benefit. Therefore, the technology and innovation-oriented processes municipalities work on are structured within the framework of social benefit. The most critical issue in producing solutions for social problems is to clearly and completely identify the problems and needs of the target audience. This is only possible by inclusion of the target audience in the process. Therefore, local government studies focused on social innovation can only be successful if they include democratic participation and active citizenship into their working processes. In this study, social innovation practices in local governments will be examined, based on examples from world cities and our country, and how they affect active citizenship and democratic participation processes in city governments will be investigated. On the other hand, it will be aimed to draw a methodological framework for structuring social innovation processes based on existing examples. Then, in the light of this methodological framework, the concept of the backstairs effect of social capital, seen in our country and many developing countries, will be explained and suggestions for solutions developed through social innovation processes will be presented.
