Mali kuralın makroekonomik performans üzerine etkisi: Türkiye uygulaması

Abstract

Maliye politikası ekonomiye yön verme noktasında kilit konumda olan politikalardan bir tanesidir. Politikaya elverişli vasıtalardan yararlanmak suretiyle ekonomiye konjonktüre göre bir yön verilip içinde bulunulan dar dönemden ya da aşırı ısınmadan kurtulmada etkilidir. Maliye politikasının kurala dayalı ya da ihtiyari uygulanmasına yönelik tartışmalar süre gelmiştir. Mali disiplin kavramının önem kazanmasıyla mali kurala, bir başka ifadeyle kurallı maliye politikasına da ilgi artmış durumdadır. Mali disiplinin sağlanması istikrarın temini için anahtar konumdadır. Çünkü mali disiplin sağlanamadığında makro ekonomik istikrar da bozulmaktadır. Bu tezin amacı mali disiplinin makro ekonomik istikrarı sağlama da önemini ortaya koymaktır. İlk iki bölümde teorik analiz yapılmak suretiyle maliye politikası, mali kural ve mali disiplin kavramları ele alınmış, son bölümde ise etki- tepki analizi ile mali disiplinin makro ekonomik performansa etkisi sınanmıştır.Fiscal policies are key important tools for influencing the economy. These political tools are effective for overcoming recession and economical over-heating by shaping the current economic situation. Debates on the rule-based or voluntary implementation of fiscal policy have come. With the importance of the concept of fiscal discipline, interest in the fiscal rule, in other words, fiscal policy has increased. Fiscal discipline is key to achieving stability. Macroeconomic stability deteriorates when fiscal discipline is not achieved. The aim of this dissertation is to demonstrate the importance of fiscal discipline in providing macroeconomic stability. In the first two chapters, financial policy, fiscal rule and fiscal discipline were examined by theoretical analysis. In the last part, the effect of fiscal discipline on macroeconomic performance was tested by impulse- response analysis.
