Özet
Kümelenme, aynı iş kolunda faaliyet gösteren ve birbirleriyle ilişki içinde olan, ancak aynı zamanda rekabet eden çok sayıda işletmenin, bu işletmelere mal satan tedarikçilerin, hizmet sağlayıcıların ve ilgili kurumların (üniversiteler, meslek kuruluşları, iş koluyla ilgili standartları belirleyen ve denetleyen kuruluşlar vb.) belirli bir coğrafi bölgede yoğunlaşması sonucunda oluşan bir grup yapısını ifade etmektedir. Türkiye'nin dünyada kuru ve sofralık incir üreten ve ihraç eden en önemli ülke olması, sofralık incir ihracatımızın neredeyse tamamının ‘Bursa Siyahı’ çeşidi ile yapılması ve Bursa'nın ülkemizdeki sofralık incir üretiminin en önemli merkezi olması nedeniyle araştırma konusu belirlenmiş ve çalışma kapsamında ‘Bursa Siyahı’ çeşidi incir sektöründe kümelenme çalışmaları yapılmaya çalışılmıştır. Bu amaçla Bursa Siyah İncir sektörünün kümelenmeye uygun olduğu ‘üç yıldız’ analizi ile belirlenmiş ve ‘elmas modeli’ uygulanarak kümelenme haritası oluşturulmuştur. Sektörde faaliyet gösteren üreticilere ve firmalara anket çalışması yapılmış ve güncel durumları ortaya konulmaya çalışılmıştır. Taze olarak tüketilen ve ihracata sunulan bir ürün olması sebebiyle ihracat yapan firmaların yanı sıra üreticilerin rolünün de çok önemli olarak görüldüğü Bursa Siyah İncir Küme aktörlerinden üreticilerle yarı-yapılandırılmış mülakat ile sektördeki sorunları ve ihtiyaçları belirlenmiş ve bunlara çözüm önerileri sunulmuştur. Anket sonuçlarına göre üründe tavan fiyat uygulaması, üreticilerin daha bilinçli üretim yapabilmesi adına üretim planlaması ile kaliteyi daha da artırmak için ilgili kurumlardan eğitimler verilip düzenli kontrollerin yapılması gerekliliği ön görülmektedir. Küme oluşumunun hem üreticilere hem de sektöre getireceği avantajlar ile dışsatım potansiyeli ve sektörün uluslararası pazardaki yeri sağlamlaştırılacaktır. Elde edilen veriler ışığında Bursa İli’nde Siyah İncir kümesinin oluşmasının bölgesel, ulusal ve uluslararası düzeyde rekabet avantajı sağlayacağı açıkça görülmektedir.
Clustering refers to a group structure that is formed as a result of the concentration of many businesses operating in the same business line and having relations with each other, but also competing, suppliers selling goods to these businesses, service providers and related institutions (universities, professional organizations, organizations that determine and supervise standards related to the business line, etc.) in a certain geographical region. Since Turkey is the most important country in the world that produces and exports dried and table figs, almost all of our table fig exports are made with the ‘Bursa Black’ variety and Bursa is the most important center of table fig production in our country, the research topic was determined and clustering studies were attempted in the ‘Bursa Black’ variety fig sector within the scope of the study. For this purpose, it was determined with the ‘three star’ analysis that the Bursa Black Fig sector is suitable for clustering and a cluster map was created by applying the ‘diamond model’. A survey was conducted on producers and companies operating in the sector and their current status was attempted to be revealed. Since it is a product consumed fresh and offered for export, the role of producers as well as exporting companies was considered very important, and semi-structured interviews were conducted with producers from Bursa Black Fig Cluster actors to determine the problems and needs of the sector and offer solutions to these problems. According to the survey results, it is foreseen that a ceiling price application for the product, production planning for producers to be able to make more conscious production and regular checks should be conducted by the relevant institutions to further increase quality. With the advantages that cluster formation will bring to both producers and the sector, export potential and the sector's place in the international market will be strengthened. In the light of the data obtained, it is clearly seen that the formation of a Black Fig cluster in Bursa Province will provide a competitive advantage at regional, national and international levels.
