Abstract
İslam siyaset düşüncesi tarihsel şartların bir ürünü olup, mevcut siyasal-sosyal gelişmeler çerçevesinde şekillenmiştir. Bu gelişimin bir tarafta dinî hassasiyetleri koruma gayreti içinde olan ulema, diğer tarafta da dinî meşruiyetten mahrum olmayacaklarının farkında olan yöneticiler arasındaki diyalektiğe bağlı olduğu görülür. Ancak bu süreç içerisinde ulema daha edilgen bir rolü kabul etmek zorunda kalmıştır. Burada izlenen temel politika, muhtemel bir meşruiyet sorununda taraflar arasında çıkabilecek çatışmaların önüne geçebilmektir. Bu politika ister istemez doktrinin mevcut siyasal yapı ile adapte edilmesine yol açmıştır. Gazali bu noktada siyaset doktrinindeki uzlaşmanın zirvesini temsil eder. Bu makalede Mâverdi’nin ve Gazali’nin yaklaşımları örnekleminde, on birinci yüzyıl siyasal ve toplumsal şartlarının etkisinde siyaset teorisinin nasıl şekillendiği ele alınacaktır.
Islamic politics thought has formed through actual political-social events, is a result of historical conditions. It is seen that; this progress depend upon the dialectics among the ulema that effort to protect the religious sensitivities, on the one hand and the governors who are aware of they cannot be deprived of religious legitimacy, on the other. However in this process, the ulema have been obliged to accept a more passive role. The basic policy pursued at that point is being able to prevent the clashes between the sides, that can rise on a possible legitimacy problem. Willingly or unwillingly, this policy caused the doctrine to be adapted to actual political structure. al-Ghazali represents the apex of the reconciliation on politics doctrine at this point. At this article it will be discussed how politics theory formed under the sway of eleventh century’s political and social conditions on sample of al-Mawardi and al-Ghazali’s approaches.
