Yerel demokraside temsil ve katılım

Abstract

Bir toplumda demokratik siyasal kültür kavramının varlığından söz edebilmek için asgari olması gereken unsurlar olarak siyasi eşitlik, demokratik kurumlar ve özgürlüklere karşı beslenen inanç ve değerler kümesi kavramlarını sayabiliriz. Bireyler arasında siyasi farklılıkların ve anlaşmazlıkların doğal ve hoşgörüyle karşılanarak korunması gerektiğine inancın varlığı, toplumun nasıl ve bir hayat yaşayacağını ve yönetileceğini belirleyecek olan iktidarın meşru ve denetlenebilir kurulların bulunması, bu iktidarı kullanacak kurulların yapılan seçimlerle belirlenmesi hususları da demokratik sürecin vazgeçilmez unsurlarıdır. Yerel topluluk içindeki gruplar karar alıcı iktidar erkine erişim sağlamakta ve demokrasi yaklaşımın ruhu gereği iktidarın denetlenmesini sağlamaktadırlar. Bu hususların temini ise yerel halkın yerel siyasete katılım ve temsili ile mümkündür. Siyasal alanda temsil kavramı toplumda hak ve yetkiye sahip bir bireyin, kendi yokluğunda yürütmeye ilişkin hak ve yetkisini gerçek olmayan bir kişiye devretmesi olarak tanımlanabilmektedir. Temsil ve katılım birbirinden ayrılmayan saç ayakları gibidir. Bu anlamda katılım; iktidarı elinde bulunduranların yanında yönetimde söz sahibi olabilme pratiğini ortaya çıkaran bir kavramdır. Katılma süreci ile yönetilen toplumsal grupların alınan kararlara toplumsal temelde sahiplenilmesi amacıyla vatandaşların ve paydaşların yönetim karar ve süreçlerine dahil edilmesi söz konusudur. Bu düşünceler doğrultusunda bu çalışmada yerel yönetimlerde demokrasi düşüncesi temsil ve katılım üzerinden irdelenmeye çalışılacaktır.

In order to be able to talk about the existence of a democratic political culture concept in a society, we can count the concepts of political equality, democratic institutions and the set of beliefs and values nurtured against freedoms. The existence of belief that political differences and disagreements among individuals should be protected by being natural and tolerant, the existence of legitimate and auditable boards that will determine how the society will live and manage a life, and the determination of the boards that will use this power through elections are indispensable elements of the democratic process. Groups within the local community gain access to the decision-making power and ensure the control of the power in accordance with the spirit of the democracy approach. The provision of these issues is possible with the participation and representation of the local people in local politics. The concept of representation in the political field can be defined as the transfer of an individual who has rights and authority in the society to an unreal person, in his absence, the executive right and authority. Representation and participation are like hairpins inseparable. In this sense, participation; It is a concept that reveals the practice of having a say in the administration alongside those who hold power. Citizens and stakeholders are included in the management decisions and processes in order to ensure that the social groups managed through the participation process own the decisions taken on a social basis. In line with these thoughts, in this study, the idea of democracy in local governments will be tried to be examined through representation and participation.
