Abstract
Kamu düzeninin sağlanmasında polisin toplumdan destek alması suçların aydınlatılmasına halkın katılımı bakımından başlı başına önem arzetmektedir. Tecrübe ve sanat yönü ağır basan polisliğin suçların aydınlatılması veya bir suçun önlenmesi için toplumdan destek alması kaçınılmazdır. Polisin, toplum destekli hizmetinin suçlarla mücadele bakımından en önemli parçasını toplumun tüm kesimleri ile yaptığı birlikte çalışma oluşturmaktadır. Yönetişimin özgün bazda polisliğe uygulanması için etken olan hakla ilişkiler, katılımla yönetim anlayışını hayata geçirmeyi önermek suretiyle toplum destekli polislik anlayışının altını çizmektedir. Suçun sadece reaktif polislik denilen, suçları adliyeye intikal içerikli hukuksal bir mücadele ile önlenemeyeceği ve zamanımızda bu anlamda toplum desteğini de içine alan pro-aktif yöntemlerin vazgeçilmezliği üzerinde durulmaktadır. Kısacası, polisin, suçla mücadelede toplumun güven ve desteğini kazanmak için iki yönlü bir şekilde halkla ilişki kurması gerekmektedir: Bunların birincisi, topluma bilgi vermek, ikincisi halkın dilek, istek, şikayetleriyle ilgilenmek ve bunları sonuçlandırmaktır. Zaten genel anlamdaki halkla ilişkiler de, yönetimin bu iki yönlü etkileşimini önermektedir. Halkla ilişkilerde yönetimin toplumu veya görevini istismar etmek suretiyle tesis ettiği bir işbirliği sağlıklı bir sonuç alamaz. Bu nedenle tarafsızlık, hukuka uyma, güleryüz, sempatik davranış halkla ilişkilerin tasvip ve teşvik ettiği davranışlardır. Yönetimin toplumla, olumlu trendi ve seviyesi artırılmış ilişkisi için, kurum görevlilerinin moral yönden desteklenmesi de gözardı edilmemelidir.
Public support of the police in maintaining public order is a very important aspect in terms of the active participation of the public in luminating and preventing crimes. It is unavoidable for the police to take the support of the community for luminating and preventing crimes. The most important aspect of the police service which is supported by the community is the cooperation made with the public and all the aspects of community. Public relations which is an important aspect in practicing good governance in policing is complies with the community policing principles It is clear that, by only detection of crimes and judicial processes which is called reactive policing the crime can not be prevented. Presently it is common to emphasize to the proactive solutions which presupposes public sport. In short, The police must build a double sided relation with public for maintaining public support and trust. First, informing the public, second pay attention to the feedbacks from public. In fact, public relations in general presuppose this mutual interaction in the administration process. Public relations is not a result, which is built by misuse of power or abuse of public. For third reasons, impartiality, rule of law and a smiling face are the rules which are supported by public relations process. The psychological support of the agents is also a very important aspect in building positive and enhanced relations.
