Abstract
Osmanlı Devleti’nde esnafı denetlemek için XVI. yüzyıldan itibaren esnaf sayımları yapılmıştır. Sayımlarla esnaftan günlük olarak alınacak olan ihtisâb vergisi miktarı da belirlenmiştir. Bu sayımların bir örneği II. Mahmut döneminde gerçekleştirilmiştir. İhtisâb vergisinde yapılan düzenleme çerçevesinde vilayetlere gönderilen emirler ile kazalarda bulunan tüm dükkânların sayımı yapılmış ve vergi miktarları belirlenmiştir. Bu çalışmada, II. Mahmut döneminde yapılan esnaf sayımları çerçevesinde Karesi Sancağı’na bağlı kazalardan birisi olan Edremit kazasında ve köylerindeki dükkânlar ile esnaf teşkilatı ele alınacaktır. Böylece, XIX. yüzyılda Edremit’teki esnaf ile kazanın sosyo-ekonomik durumu arasında bağlantı kurularak kazadaki üretim faaliyetlerine dair açılımlar elde edilmesi amaçlanmaktadır.
In the Ottoman Empire, the census of guilds began after the 16th century in order to control the guilds. In these census the amount of daily tax, which was called as ihtisab, had been determined. An example of these censuses has been found in the reign of Mahmud II. In this period the ihtisab tax was rearranged. Therefore, the edicts were sent to the provinces and the number of guilds had been determined and the rate of the new taxes had been fixed. In this paper the census of guilds in the kaza of Edremit and its surrounding villages are being considered in the reign of Mahmud II. It aims at examining the structure of guilds and the number of shops, because the essential purpose of the paper is to show the connection between the number of the shops and the social and economic conditions of Edremit in the 19th century. By doing so we are planning to suggest new perspectives in the production activities in the Edremit.
