Abstract
Kentlilerin sağlıklı yaşam, iletişim, sosyalleşme, dinlenme, alışveriş gibi farklı ihtiyaçlarına cevap veren kent meydanları kentsel yaşam kalitesinin sağlanmasında en temel gerekliliklerden biri olarak karşımıza çıkmaktadır. Ancak son yıllarda gerek artan trafik baskısı, gerekse mekansal kalite yetersizlikleri nedeniyle meydanlar kullanım yoğunluğunu kaybetme ve terkedilme gibi tartışmalarla gündeme gelmektedir. Bununla birlikte, hem kamusal yaşamın ve kimliğin, hem de kentlilik kültürünün sürdürülmesi için kentlilerin meydanların sağladığı toplumsal uzlaşma alanlarına gereksinimleri bulunmaktadır. Geçtiğimiz yıl yaşanan Covid-19 pandemisi de kent meydanlarının insanların nefes alma alanları olarak gerekliliğini ortaya koymuştur. Bu durum kent merkezlerini yeniden canlandırmak ve bir çekim noktası oluşturmak için kent meydanlarının tasarımına odaklanan çalışmaları gündeme getirmektedir. Bu çalışmada Bursa’nın Kestel ilçesindeki kentsel yaşam kalitesinin yükseltilerek Bursa içinde ve dışında tanınırlığını arttıracak projelerden biri olan Kestel Kent Meydanı Kentsel Tasarım ve Meydan Altı Kapalı Otopark Binası projesinin tasarım ve uygulama sürecinin anlatılması amaçlanmıştır. Çalışmada yöntem olarak literatür araştırması yanında Kestel ilçesinde farklı ölçeklerde fiziksel ve sosyal analizler gerçekleştirilmiş, bilgi toplama, analiz, sentez, değerlendirme/ vizyon ve hedefleri geliştirme ve karar verme aşamalarından oluşan bir tasarım süreci izlenmiştir. Tasarımın her aşamasında Kestel Belediyesi yetkilileri ile toplantılar yapılarak, gerekli revizyonlar doğrultusunda uygulama projesi hazırlanmıştır. Sonuç olarak, uygulanacak projenin Kestel’in kentsel yaşam kalitesini yükseltilmesinde önemli bir rol oynayacağı ve ilçenin fiziksel, sosyal ve ekonomik açıdan sürdürülebilirliğine katkı koyacağı düşünülmektedir.
City squares, which respond to the different needs of the citizens such as healthy living, communication, socialization, relaxing and shopping, are one of the most basic requirements in ensuring the quality of urban life. However, in recent years, due to the increasing traffic pressure and spatial quality deficiencies, the squares become a current issue with discussions such as loss of use and abandonment. Nevertheless in order to sustain both public life and identity and urban culture, citizens need social reconciliation spaces provided by city squares. Also the Covid-19 pandemic in 2020 revealed the necessity of city squares as people's breathing spaces. Thus, studies focusing on the design of city squares in order to revitalize city centers and to create attractive spaces come up in many cities. In this study, it is aimed to explain the design and implementation process of the Kestel City Square Urban Design Project and Underground Parking Building Architectural Project, which is one of the projects that will increase the quality of urban life and the recognition of Bursa's Kestel district in and out of Bursa. In addition to literature research, physical and social analyzes were carried out at different scales in Kestel district as a method in the study, and a design process consisting of information gathering, analysis, synthesis, evaluation / vision and goal development and decision-making was followed. Meetings were held with Kestel Municipality officials at every stage of the design, and an implementation project was prepared in line with the necessary revisions. As a result, it is thought that this project will play an important role in improving the quality of urban life of Kestel and will contribute to the physical, social and economic sustainability of the district.
