Abstract
Bu araştırmanın amacı, danışmanlık ve eğitim tedbirlerine yönelik rehber öğretmenlerin görüşlerinin incelenmesidir. Araştırmaya 2017-2018 eğitim öğretim yılında İstanbul ilinin Sultanbeyli ilçesindeki devlet okullarında görev yapan 22 rehber öğretmen katılmıştır. Çalışma, rehber öğretmenlerin danışmanlık ve eğitim tedbirleri ile ilgili ne kadar bilgi sahibi olduğunu, ilgili kanun ve yönetmeliklerdeki uygulama usul ve esasları nasıl uyguladıklarını, süreçte karşılaştıkları sorunların neler olduğunu, uygulamaya yönelik görüş ve önerilerini detaylı olarak belirlemek amacıyla nitel araştırma modelinde yapılmıştır. Araştırmada veri toplama araçlarından yarı yapılandırılmış görüşme tekniği kullanılmıştır. Yapılan görüşmelerde ayrıntılı olarak not tutulup bilgisayar ortamına aktarma yapıldıktan sonra MAXQDA programının deneme sürümüne veri girişi sağlanmıştır. Verilerin çözümlenmesi için içerik analizi vi yöntemi kullanılmıştır. Araştırma sonuçlarına bakıldığında, rehber öğretmenlerin danışmanlık ve eğitim tedbirleri tanımları bağlamında, bilgi düzeylerinin çok yeterli olmadığı anlaşılmıştır. Katılımcıların ifadelerine göre eğitim tedbirine yönelik görevlerin müdür yardımcısı ve sınıf öğretmenlerine veya okulda oluşturulacak bir komisyona verilebileceği sonucu ortaya koyulmuştur. Rehber öğretmenler, tedbirleri uygulama sürecinde plan hazırladıklarını, fakat çeşitli sebeplerden dolayı plana pek sadık kalamadıklarını belirtmişlerdir. Ayrıca uygulama sonrasında hazırladıkları üç aylık raporları aksatmadan mahkemeye göndermelerine rağmen, genelde mahkemeden dönüt alamadıklarını söylemişlerdir. Rehber öğretmenlerin tedbir uygulamaları esnasında birçok kurumla işbirliği yaptıkları, bazı durumlarda ise diğer kurum ve kişilerden pek destek alamadıkları tespit edilmiştir. Tüm bu süreçlerde rehber öğretmenlerin çok çeşitli problemlerle karşılaştıkları görülmüştür. Aile ile irtibat problemi, ailenin isteksizliği ve görüşmelere gelmemesi, rehber öğretmenlerin sayısının azlığı ve görevlendirmeler ile iş yüklerinin artması gibi güçlükler ilk sırada yer almıştır. Bu ve diğer güçlüklerin aşılabilmesi için tedbirlerle ilgili görev ve sorumlulukların paylaşılması, eğitim faaliyetlerinin arttırılması, ailenin bilgilendirilmesi ve gönüllülüğün esas alınması, kurumlar arası iş birliğinin arttırılması, uygulama için özel bir ekip ya da kurum oluşturulması ve rehber öğretmenlere sınırlı sayıda tedbir kararı olan öğrenci verilmesi gibi çeşitli çözüm önerileri ortaya koyulmuştur.
The aim of this research is to examine the views of psychological counselors(school counselors) on counseling and educational precautions. In the 2017- 2018 academic year, 22 psychological counselors who were working in public schools in Sultanbeyli of Istanbul participated in the research. In this research, it was investigated how much knowledge psychological counselors had about counseling and educational precautions. In this research, how much psychological counselors have knowledge about counseling and educational precautions, how they apply the principles and procedures in the relevant laws and regulations, what problems they face in the process, their opinions and suggestions for implementation are investigated. The research was conducted with qualitative research model. In the research, semi-structure interview technique was used. A detailed note was taken during the interviews and viii transferred to the computer, then data entry was provided to the MAXQDA program trial version. Content analysis method was used to analyze the data. When the results of the research are examined, it is understood that the level of knowledge of school counselors about the definitions of counseling and educational precautions is not sufficient. According to the statements of the participants, it was concluded that the tasks related to the educational precaution can be assigned to the deputy principal and classroom teachers or a commission to be established in the school. School counselors stated that they prepared a plan in the process of implementing the precautions, but they could not be very loyal to the plan for various reasons. They also said that although they sent their quarterly reports to the court without interruption, they generally did not receive feedback from the court. It was found that school counselor cooperated with many institutions during the implementation of measures, and in some cases, they did not receive much support from other institutions and individuals. In all these processes, it has been seen that school counselors face various problems. Difficulties such as the problem of liaison with the family, the reluctance of the family, not coming to interviews, the lack of school counselors and the increase in the workload due to the assignment took the first place. In order to overcome these and other difficulties, various solutions have been proposed such as sharing of duties and responsibilities related to the precautions, increasing educational activities, informing the family and volunteering, increasing the cooperation between institutions and establishing a special team or institution for implementation. It was also stated that school counselors should be given a limited number of precautionary decisions.
