Abstract
Tarihin her döneminde iktisadi ve politik bağlamda “doğal kaynak”, “enerji”, “hammadde tedariki ve güvenliği” gibi ulusal ekonomik öncelikler, uluslararası ilişkiler aktörleri açısından askeri kapasite ve gücün ya da siyasal hegemonyanın devamlılığı için temel faktörler olarak ön plana çıkmıştır. Küreselleşen dünya ile birlikte ulus devletin ve güç öğesinin asli belirleyeni olarak ülkelerin sürdürülebilir ve dengeli bir ekonomik büyüme ile güvenli bir ekonomiye sahip olması kritik bir önem kazanmıştır. Günümüzde ulusal ve uluslararası ekonomi politik riskleri belirleyerek ekonomiyi iç ve dış tehditler karşısında güvende tutma ve ekonomiye duyulan güveni sürekli kılma gibi dinamizm içeren konular ulus devletin bekası için hayati bir gereksinim olarak karşımıza çıkmaktadır. Zira ulus devletin neoliberalizm dalgası karşısında yaşadığı egemenlik sorunsalını aşmak ya da hafifletmek için ulusal ekonomik çıkarın korunmasına yönelik güvenlik açılımlarının ve stratejilerinin belirlenmesi gerekmektedir. Bu bağlamda uluslararası ilişkilerde yeni bir perspektif için ekonomi ve güvenlik terminolojisinde disiplinler arası bir etkileşim alanı olan ekonomik güvenliğin unsurları, yapısı ve etkileri ile analiz edilmesi yerinde olacaktır.
In every period of history national economic priorities such as "natural resource", "energy", "raw material procurement and security" in the economic and political context have come to the forefront as the main factors for the continuity of military capacity and power or political hegemony in terms of international relations actors. Along with the globalizing world, it has become critical that countries, as the main determinants of the nation state and power, have a secure economy with sustainable and balanced economic growth. Today, issues that include dynamism, such as securing the economy against internal and external threats and securing confidence in the economy, by determining the national and international economi-political risks, present a challenge as a vital requirement for the nation state. In order to overcome or alleviate the problem of sovereignty which the nation state is experiencing in the wave of neoliberalism, security expansions and strategies for the protection of the national economic interest must be determined. In this context, it would be appropriate to analyze the elements of economic security as an interdisciplinary interaction in economic and security terminology with a new perspective on international relations, structure and effects.
