Abstract
Eğitim, toplumun yapısını değiştiren ve topluma daha iyi bir yaşam düzeyi sağlayan dinamik bir güçtür. Toplumun gelecekteki ihtiyaçlarını karşılama becerisinden yoksun eğitim sistemi yeniden yapılandırılmalıdır. OECD’nin 2017 yılında yayınladığı raporda bilim adamı yetiştirme potansiyeli bakımından Türkiye listenin sonunda yer almaktadır. Temel alanlardaki yeterlilik düzeylerinin yıllara göre değişimi incelendiğinde ülkedeki eğitimin niteliğinin arttırılması gerekliliği öne çıkmaktadır. Çalışmada, Türkiye’de fen, matematik okuryazarlığı, okuma becerileri temel alanlardaki yeterlilik düzeylerinin yıllar içindeki değişimi PISA verilerine göre genel olarak değerlendirilmiş, eğitimi etkileyen etmenlerin neler olduğuna vurgu yapılmıştır. Etmenlerin sistem üzerindeki olumsuz etkilerinin azaltılması, eğitimin niteliğinin arttırılması için nasıl bir eğitim modeli tasarlanmalı sorusuna paydaşlarla (sendikalar, çalışanlar, uzmanlar vd.) görüşülerek cevap aranmıştır. Yine çalışmada sistem yaklaşımının eğitim alanına uygulanabilirliği ve yararları vurgulanmış, örgün eğitim sisteminde matematik eğitimi için bu alanda deneyimli öğretim üye ve elemanlarıyla görüşme yapılmıştır. Ülkedeki matematik eğitiminin iyileştirilmesi için sistem yaklaşımı adımlarının matematik eğitimine uygulanması ile ilgili bir uygulama gerçekleştirilmiştir.
Education is a dynamic force that changes the structure of the community and provides a better level of living. The education system lacking the ability to meet the future needs of society should be restructured. The OECD issued a report which comprises an analysis of the countries that have the potential to raise scientists. In this analysis, Turkey ranks in the last place. When the change in the level of qualifications in the main areas in Turkey is analyzed annually, it is obvious that increasing the quality of the education in the country is a must. In this study, the changes in the level of proficiency in the main areas of science, mathematics literacy, reading skills for Turkey were evaluated annually according to the PISA data, and the factors affecting the education were emphasized. In order to reduce the adverse effects of these factors on the education system and to determine what kind of education model should be designed to increase the quality of education, persons related with education were interviewed. Also in this study, the applicability and benefits of the system approach to the field of education are emphasized. Experienced faculty members and staff were interviewed about the mathematics education in the formal education system. In order to improve the mathematics education in the country, an application of system approach steps to mathematics education has been made.
