Abstract
1950-1960 döneminde Türkiye’ye gelen yabancı uzmanların raporları doğrultusunda şekillenen eğitim politikaları ve bu raporların intibak süreci ülkemiz eğitimi açısından sıkıntılı bir sürecin başlangıcı olmuştur. Geleneksel temellere dayanan Türk eğitim sistemi bu düzenlemeleri hemen sindirememiştir. Kaldı ki bu düzenlemeler Amerikan ve Batı tarzı toplumların ihtiyaçları düşünülerek hazırlanmıştı ve Türk toplumu için yabancı kavramlardı. Eğitim anlayışı, “eti senin kemiği benim” prensibine dayanan geleneksel esaslı Türk eğitimi, etkileri günümüze kadar uzanan öğrenci merkezli, mikro eğitimi esas alan, yaptırım esasları öğretmen elinden alınmış yeni eğitim sistemine yabancı kalmıştır. 1950–1960 yılları arasında Türkiye’ye davet edilen Amerikalı uzmanların, verdikleri raporlarda üzerinde önemle vurguladıkları ortak hususları, dönemin Türk eğitim sistemine yönelik düşüncelerini, tespit ettikleri sorunları, bu sorunlara yönelik önerilerini, önerilerinin Türk eğitim sistemine etkisi ve uygulanabilirliğini belirleyebilmek için Watson Dickerman, John J.Rufi, Kate Vixon Wofford, Lester Beals, Ellswort Tompkins, Roben J.Maaske, M.Costat ve Elizabeth S.Gorvine gibi sekiz uzman raporu bu makalede tartışma konusu yapılmıştır.
Educational policies shaped in accordance with foreign expert reports coming to Turkey during 1950-1960 and adaptation process of these reports were the beginning of a distressed period in terms of education in Turkey. Turkish national education system, based on traditional basics, could not digest these arrangements directly. Moreover, these arrangements were prepared by considering needs of both American and some Western societies, and these were foreign concepts for the Turkish society. Educational approach, based on the traditional principle of “do not spare the rod”, was not familiar with the new educational system that was student-oriented, based on micro-education and that took its sanction principles from teacher. In this article, expert reports by eight experts including Watson Dickerman, John J.Rufi, Kate Vixon Wofford, Lester Beals, Ellswort Tompkins, Roben J.Maaske, M.Costat and Elizabeth S.Gorvine with a view to determined common issues underlined in American experts’ reports who were invited to Turkey during 1950-1960, and to determine their thoughts on Turkish educational system during the period, their suggestions and applicability of these suggestions to Turkish educational system.
