Abstract
Bir ülkenin bilimsel ve teknolojik yönden ilerlemesi için oldukça kritik önemde olan Araştırma-Geliştirme (Ar-Ge) yatırımlarına önem vermesi gerekir. Ancak yapılan yatırımların ülkenin gelişme sürecine katkısı istenilen düzeyde gerçekleşmeyebilir. Bu nedenle, Ar-Ge yatırımı yapan organizasyonlarda düzenli olarak performans ölçümü ve değerlemesi yapılmalıdır. Literatür incelemesi sonucunda Ar-Ge organizasyonlarının performans ölçümünde çok kriterli karar verme (ÇKKV) tekniklerinin kullanıldığı çalışma sayısının oldukça yetersiz olduğu görülmektedir. Bunun yanında ulusal düzeyde ülkelerin Ar-Ge performanslarının karşılaştırıldığı çalışma sayısı yok denecek kadar azdır. Literatürdeki eksikliği gidermek amacıyla bu çalışmada Avrupa Birliği (AB) üyesi 27 ülke ile AB’ye aday altı ülkenin Ar-Ge performanslarının ölçümü yapılmıştır. Bu amaçla iki aşamalı bütünleşik bir ÇKKV yaklaşımı önerilmiştir. Dolayısıyla çalışmanın temel amacı, Ar-Ge organizasyonlarının performans ölçümünde bütünleşik Entropi Ağırlık TOPSIS yönteminin nasıl birlikte kullanılabileceğini açıklamaktır. Uygulama sonucunda Almanya en iyi Ar-Ge performansı gösteren ülke olurken, çalışmada kullanılan bütünleşik Entropi Ağırlık-TOPSIS yönteminin performans ölçümünde uygulanabilir, pratik bir yöntem olduğu ve tutarlı sonuçlar verdiği ortaya konulmuştur.
A country should give importance to Research and Development (R&D) investments which has crucial importance for its scientific and technological development. However, the contribution of these investments may not be occurred at the desired level. Hence, performance measurement should be regularly performed in organizations that invest on R&D. As a result of the literature research, it has been noticed that the number of the studies in which multi criteria decision making (MCDM) techniques used are not satisfactory. Besides, there are a few studies in which R&D performance of countries were compared at national level. In order to deal with this lack of the literature, R&D performance of the 27 EU member and six candidate countries are measured in this study. For this purpose, a two-phased combined MCDM approach is proposed. The main goal of the study is to show how this combined Entropy Weight-TOPSIS method can be utilized for measuring the performance of R&D organizations. As a result of the application, Germany has turned out to be the best R&D performer country. Moreover, it is shown that the proposed combined Entropy Weight-TOPSIS method is a practical method that gives consistent results.
