Abstract
Rusya ve Japonya, İkinci Dünya Savaşı’ndan beri devam eden toprak ihtilafı nedeniyle ilişkilerini özel bir düzlemde sürdürmektedir. Bugün bu iki komşunun karşılıklı ilişkileri, sahip oldukları bölgesel etki kapasitesi ve Kuril Adaları sorunun taşıdığı küresel etki nedeniyle ikili ilişkinin ötesinde bir anlam ifade etmektedir. Söz konu anlamın, inşacı teorinin savladığı sosyal inşa perspektifinden değerlendirileceği bu çalışma, tarafların ilişkilerine yön veren temel etmeni tespit etmeye çalışmaktadır. İkinci Dünya Savaşında başlayan Kuril Adaları meselesi, nihai çözüme henüz ulaşmamıştır. Bu nedenle karşılıklı tehdit algısı, güven sorunu ve çekişme, dış politikaların karşılıklı olarak rekabet eksenli kurgulanmasına neden olmaktadır. Çalışma, söz konusu rekabetin tetikleyicisi olarak Kuril Adaları meselesinin ortaya çıkışını ve seyrini ele almaktadır. Ayrıca Kuril Adaları meselesinin Rusya-Japonya ilişkilerine olan etki kapasitesini değerlendirmektedir. Bununla birlikte, tarafların birbirlerini algılama biçimleri ve ulusal rollerine etkileri analiz edilmiştir. ABD’nin meseledeki özel konumu da incelemeye dâhil edilmiştir.
Russia and Japan maintain their relations on a special plane due to the ongoing land dispute since World War II. Today, the interrelations of these two neighbors have a meaning beyond the bilateral relationship because of the regional influence capacity they have and the global impact of the Kuril Islands problem. This study, in which the subject matter will be evaluated from the perspective of the social construction that the constructive theory proposes, tries to determine the fundamental factor that directs the relations of the parties. The Kuril Islands issue, which began in the Second World War, has not yet reached the final solution. For this reason, mutual threat perception, trust problem and conflict lead to the mutual competition of foreign policies. However, the ways in which the parties perceived each other and their impact on their national roles were analyzed. The study focuses on the emergence and course of the Kuril Islands issue as the trigger of the competition. It also assesses the impact capacity of the Kuril Islands issue on Russian-Japanese relations. The special position of the US on the issue is also included in the review.
